The City of Peoria has several parking permitted areas, which allow on-street parking during specified hours with a vehicle parking decal. The Residential Parking Permit Program (RPPP) is designed to prevent commuter parking and congestion. The following areas currently participate in the Residential Parking Permit Program: Arbor District, Barker Street, the Uplands and the Randolph/Roanoke Area.
- A Residential Parking Permit does not guarantee you a parking place. It allows you the right to park, if you can find a parking space.
- People who live in an area covered by the RPPP may purchase decals.
- Each residence is entitled to (50) Visitor Permits.
Cost of Permit
- The permit cost is $10 per decal per vehicle. Decals are effective for a one-year period and will display the expiration date.
- Each property owner is entitled to 50 Visitor Permits per year per residence for their parking permitted area.
Requirements
- Proof of residency (tax bill, utility bill or telephone bill) and a current copy of your lease that is signed by the owner and applicant.
- In lieu of a current lease, a notarized “Property Owner Affidavit,” may be used.
- Make, model and license plate number of each vehicle requiring a decal.
- Proof of ownership of motor vehicle, or principal use by applicant.
- Decals can be purchased between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday in the City Treasurer’s Office, Room 100.
- Visitor Permits may be obtained in the Treasurer’s Office at no cost and shall be effective for the date shown on the permit.
- Permits shall not be transferable to another vehicle.

Arbor District
Cooper street south of Main Street and north of Bradley Avenue; Laura Avenue east of Rebecca Place and the north side of Bradley Avenue west of Cooper Street and east of Rebecca Place.
Effective: Monday through and including Friday, 7:00 AM to 7:00 PM
Barker Avenue
1200 through 1600 blocks of West Barker Avenue (Moss Avenue to Cooper Street)
Effective: Monday through and including Friday, 7:00 AM to 7:00 PM
Randolph-Roanoke Area
200 block Randolph, 100 block Roanoke, 1300 block Linn, 1200-1300 blocks Hamilton, 100-200-300 blocks West Columbia Terrace, 1300 block Bigelow
Effective: 7 days a week, 6:00 AM to 6:00 PM
The Uplands
Elmwood Street (excluding 1200 block), Institute Street, and Glenwood Street (excluding 1100 & 1200 block) between Main Street and Columbia Terrace.
Effective: Monday through and including Friday, 7:00 AM to 7:00 PM
Parking Restrictions
- Only vehicles with valid permits affixed to the windshield of the vehicle or with visitor permits plainly visible through the windshield shall be allowed to park in a designated area for time periods greater than posted restrictions or during posted prohibited time period.
- You must be parked in specified areas within boundaries of the permitted area.
- Any person(s) who violates these regulations will be fined
- $25 - $50.
If your neighborhood is considering an RPPP, the following is required:
- Each request must be made by a neighborhood association registered with the City of Peoria’s Planning and Growth Management Division.
- Each association is responsible for contacting residents, circulating a petition, and obtaining signatures and addresses of at least 51% of the owners of parcels within the area described in the petition.
- City staff will evaluate the petition request, ensure that the petition requirements are met, and submit to the City Traffic Commission.
- A RPPP shall be approved only for that portion of a street that fronts property zoned residential.
- The City Traffic Commission will schedule a Public Hearing for the petitioned area.
- Recommendation will be submitted to the City Manager, who shall then make a recommendation to the City Council.
