Paint Program

The City of Peoria offers a program to help income eligible citizens who reside in the property they own. Citizens must have an active housing case and the violations have to be verified by the Code Inspector.  (Program will be available in April.)

Is my property in violation?

 

Section 304.2 of the property maintenance code reads: All exterior surfaces, including but not limited to, doors, door and window frames, cornices, porches, trim, balconies, decks and fences shall be maintained in good condition. Exterior wood surfaces, other than decay-resistant woods, shall be protected from elements and decay by painting or other protective covering or treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces repainted.
 

If my property is in violation, does the City offer any  help?

 

The City offers a program that allows for income eligible property owners who reside in the residence to receive up to 20 free gallons of paint to correct the violations. You must have an active housing case with the City and meet the income requirements to qualify for the program.
 

I think I qualify for the program. What do I need to do?


1. Contact the Code Enforcement Division and the property is inspected by a code enforcement inspector to determine if the house or garage has flaking, chipping or peeling paint. Upon site visit by the inspector and determination for need of painting, a Notice of a Housing Code Violation is prepared. The notice defines a need for paint and identifies any exterior repairs that need to be corrected.

2. A notice letter is sent to the occupant with notification that the property has been cited for exterior code violation.

3. An informational packet and application will be mailed.

The packet will:

  • Identify the qualifications for the program.
  • Describe the preparation process (scrape all peeling and flaking paint).
  • Describe the procedure for processing voucher (site visits).
  • Stipulate the number of gallons of paint for the house (20) and for an unattached garage (5)

 

4. To qualify for the program the owner must show:

  • Verification of eligible income as defined in HUD Regulations.
  • Proof of Income (Current Tax Return, Social Security or Pension documents).
  • Proof of ownership (deed, property tax bill or copy of contract for deed).

 

5. Upon approval, the applicant is notified where to pick up the voucher (Twin Towers Mall 401, Code Enforcement) and where to pick up the paint (Sherman Williams, 3416 N. Prospect Rd. ).
