SPECIAL CITY COUNCIL MEETING to Hold a BUDGET SESSION Regarding the 2011 CITY OF PEORIA BUDGET and to Have Honorary Citizen Proclamations, Take Action on Regular Business and Unfinished Business Items as Presented by the Acting City Manager - To be Held at City Hall, Council Chambers (Room 400), 419 Fulton Street, Peoria, Illinois.

SPECIAL CITY COUNCIL MEETING To be Held at the Peoria Civic Center, Rooms 403-404, 201 S. W. Jefferson Street, Peoria, Illinois, to Take Action on a Motion to Hold an Executive Session to Discuss 2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity to be Held at City Hall, Room 110, 419 Fulton Street, Peoria, Illinois, immediately following the Legislative Breakfast.

LEGISLATIVE BREAKFAST with the Peoria City Council and Peoria County Board to be Held at the Peoria Civic Center, Rooms 403-404, 201 S. W. Jefferson Street, Peoria, Illinois.

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote. There will not be separate discussion on these items. If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda. Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

A. Communication from the Acting City Manager and Acting Director of Human Resources Requesting Approval to Enter into a ONE-YEAR CONTRACT for STOP LOSS COVERAGE to the CITY'S HEALTH CARE PLAN with HUMANA for the Year 2011, at an Annual Estimated cost of $683,110.00.

B. Communication from the Acting City Manager and Acting Director of Human Resources Requesting Authorization for the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the CITY OF PEORIA and AFSCME Local 3464 and its District Council 31, Covering the Period from January 1, 2010 through December 31, 2012.

C. Communication from the Acting City Manager and Corporation Counsel with Recommendation to ACCEPT the RESIGNATION of CITY MANAGER SCOTT MOORE Effective NOVEMBER 24, 2010, and to Approve the AGREEMENT and RELEASE, and to Authorize the Mayor to Sign the Agreement and Release.

D. Communication from the Acting City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE LEVYING a TAX for the Fiscal Year 2011 for the WESTLAKE SPECIAL SERVICE AREA.
