POLICY SESSION Regarding USE of HOME FUNDS to SUPPORT NEW/LOW MODERATE HOUSING - To be Held at City Hall, Council Chambers (Room 400), 419 Fulton Street, Peoria, Illinois.

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote. There will not be separate discussion on these items. If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda. Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1 PUBLIC HEARING Regarding the 2008 CITY OF PEORIA BUDGET.

ITEM NO. 2 CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A. Communication from the City Manager and Police Chief Requesting Approval of the LOW BID of TECH DEPOT/OFFICE DEPOT, in the Amount of $20,419.20, for the PURCHASE of DIGITAL CAMERAS and RELATED ACCESSORIES for PATROL OFFICER DUTY USE (Purchase to be fully funded by Federal Asset Forfeiture Funds).

B. Communication from the City Manager and Fire Chief Requesting Approval to PURCHASE FIVE BATTALION COMMAND/EMERGENCY RESPONSE VEHICLES from LANDMARK FORD, INC., in the Amount of $121,625.00 (State of Illinois Joint Purchasing Bid).

C. Communication from the City Manager and Acting Director of Human Resources Requesting Approval for the City Manager to Enter into an AGREEMENT with HEALTH ALLIANCE MEDICAL PLANS to Process the CITY OF PEORIA'S RUN OUT CLAIMS for MEDICAL and DENTAL CLAIMS Incurred Prior to January 1, 2008, but Not Submitted for Payment until January 1, 2008, or Later, at a Cost Not to Exceed $10.00 Per Claim.

D. Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Annexing Property Located at 8215 N. ALLEN ROAD, Identified as Parcel No. 14-06-300-011. (Property Contiguous to the City of Peoria)

E. Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Approving the FINAL PLAN of FROSTWOOD APARTMENTS, a Multi-Family Development Located NORTH of CHARTER OAK ROAD, SOUTH of ROCKWELL DRIVE, Along the WEST SIDE of FROSTWOOD PARKWAY, Identified as Parcel No. 13-14-477-008.

F. Communication from the City Manager and Corporation Counsel Requesting that the MINUTES of the SEPTEMBER 11, 2007, CITY COUNCIL MEETING be AMENDED so the OFFICIAL RECORDS REFLECT the CORRECT ADDRESS of the CLASS "G" (Restaurant, Beer & Wine Only) LIQUOR LICENSE for CHILDERS EATERY at 3312 N. UNIVERSITY STREET.

G. Communication from City Manager Recommending CANCELLATION of the DECEMBER 26, 2007, CITY COUNCIL MEETING (Regular Meeting date is December 25, 2007, so next business Day is December 26, 2007)

H. APPOINTMENT by Mayor Jim Ardis to the GREATER PEORIA AIRPORT AUTHORITY BOARD OF COMMISSIONERS, with Recommendation to Concur:

ITEM NO. 3 Communication from the City Manager and Director of Economic Development Requesting Approval to Enter into an AGREEMENT with TRACY CROSS & ASSOCIATES, INC. as the CONSULTING FIRM to Prepare and Conduct a BROAD HOUSING MARKET SURVEY for the Demand for Residential Development in Downtown Peoria, the Warehouse District, and the Heart of Peoria.

ITEM NO. 4 Communication from Council Member Patrick Nichting Requesting Approval of a RESOLUTION Pertaining to KELLAR BRANCH RAIL USE

ITEM NO. 5 Communication from the City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE Amending CHAPTER 20 of the Code of the City of Peoria Pertaining to REAL ESTATE Used for ILLEGAL POSSESSION, USE or SALE of ILLEGAL DRUGS Such as Cannabis, Narcotics, Methamphetamine or Controlled Substances.

ITEM NO. 6 Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the STAFF to ADOPT ORDINANCE "A" OR with Recommendation from the Zoning Commission to ADOPT EITHER ORDINANCE "A" OR ORDINANCE "B" Amending APPENDIX C of the Code of the City of Peoria Relating to Zoning for Various Text Adjustments.
