PUBLIC HEARING Regarding the Proposed ANNEXATION of Property Located at 10104 N. EVA LANE, 10128 N. EVA LANE, 10117 N. KNOXVILLE, 10023 N. KNOXVILLE - To be Held at City Hall, Council Chambers, 419 Fulton Street, Peoria, Illinois.

 

 

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Public Works Requesting Approval to Accept the LOW BID and Award a CONTRACT for HEATER SCARIFICATION to AMERICAN ASPHALT SURFACE RECYCLING, in the Total Project Amount of $125,197.65, with the City's Cost Being $17,436.63, and Requesting Approval of an INTERGOVERNMENTAL AGREEMENT with the CITY OF PEKIN.

 

B.                 Communication from the City Manager and Director of Public Works Requesting Approval to Accept the BID from R. A. CULLINAN & SON, INC., in the Amount of $319,982.00, to Complete a Portion of the Annual Bituminous Patching Work that was Normally Performed by City Employees and Equipment.

 

C.                 Communication from the City Manager and Director of Information Systems Requesting Approval to PURCHASE COMPUTER MONITORS, SERVERS, and PRINTER from MIDWEST COMPUTER PRODUCTS, in the Amount of $27,803.00, and to PURCHASE PRINTERS and PLOTTER from CDW-G, in the Amount of $37,526.00, for a Total Amount of $65,329.00.

 

D.                 Communication from the City Manager and Director of Public Works Requesting Approval to PURCHASE REAL ESTATE Located at 1505 W. JOHN H. GWYNN, JR. AVENUE, in the Amount of $20,000.00, as an OPPORTUNITY ACQUISITION for the Future Widening of Dr. Martin Luther King, Jr. Drive.

 

E.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Approval to Accept the LOW BIDS and Award CONTRACTS for the 2007 ALLEY SECURITY LIGHT PROGRAM to KOENER ELECTRIC for INSTALLATION SERVICES, in the Amount of $188.00 Per Installation, and to CRESCENT ELECTRIC for EQUIPMENT SUPPLY SERVICES, in the Amount of $43.35 Per Unit Cost.

 

F.                  Communication from the City Manager and Director of Inspections Requesting Authorization for the City Manager to Enter into a TWO-YEAR WEED AND LITTER REMOVAL CONTRACT with HULSE'S LAWNCARE and JC CONSTRUCTION, the Low Bidders, to Perform Abatement of Weeds and Litter on Private Lots Throughout the City on a Unit-Based Price Not to Exceed $143,000.00.

 

G.                 Communication from the City Manager and Director of Economic Development Requesting Approval of a BUSINESS DEVELOPMENT FUND LOAN, in the Amount of $150,000.00, to GLOBE ENERGY for Renovations, Equipment, and Operating Expenses for Their Project Located at 1610 W. ALTORFER, and Requesting Authorization for the City Manager to Execute the Necessary Documents, with Recommendation from the Loan Review Committee to Approve.

 

H.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Granting a SPECIAL USE in a Class C-1 (General Commercial) District for an AUTO SERVICE STATION with GAS PUMP CANOPY for Property Located at 1302 W. BRADLEY AVENUE, with Conditions.

 

I.                     Communication from the City Manager and Director of Public Works Requesting Approval of STREET LIGHT REQUESTS, in the Total Amount of $342.24 Annually for the Locations of 410 E. FORREST HILL, 1036 E. FORREST HILL, 1114 E. FORREST HILL, and 1236 E. FORREST HILL.

 

ITEM NO. 2     Communication from the City Manager and Director of Planning and Growth Management Requesting Approval to REQUIRE COMPLIANCE with the LAND DEVELOPMENT CODE DESIGN STANDARDS for ALL CITY FUNDED DEVELOPMENT of SINGLE FAMILY ATTACHED and DETACHED HOUSING.

 

ITEM NO. 3     Communication from the City Manager and Director of Planning and Growth Management Requesting Approval to FUND HAND UP COMMUNITY HOUSING DEVELOPMENT ORGANIZATION, in the Amount of $108,000.00, of HOME CHDO FUNDS for the Construction of TWO NEW AFFORDABLE SINGLE-FAMILY OWNER-OCCUPIED HOMES Located at 1209 W. WILCOX and 117 W. VIRGINIA Built to City-Funded Residential Design Standards.

(07-201-A)       Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of the Following ORDINANCES that ESTABLISH and SUPPORT the FORM DISTRICT CODE, Which Includes the SPECIFIC FORM DISTRICTS of SHERIDAN FORM DISTRICT, PROSPECT FORM DISTRICT, MAIN FORM DISTRICT, and WAREHOUSE FORM DISTRICT:

 

1.         ORDINANCE Adopting the HEART OF PEORIA FORM DISTRICT CODE as APPENDIX C to the Code of the City of Peoria Replacing the Existing Zoning and Subdivision Ordinances, Appendix B and A of the Code of the City of Peoria, Only for Those Areas Designated as SHERIDAN FORM DISTRICT, PROSPECT FORM DISTRICT and MAIN FORM DISTRICT;

 

2.         ORDINANCE Amending APPENDIX C, the HEART OF PEORIA FORM DISTRICT CODE, to ADD the AREA DESIGNATED as the WAREHOUSE FORM DISTRICT;

 

3.         ORDINANCE Amending the PERMANENT ZONING ORDINANCE of the City of Peoria, APPENDIX C by Changing the Zoning of Property in the HEART OF PEORIA FORM DISTRICTS as Follows:

 

IN THE SHERIDAN FORM DISTRICT (Generally described as Sheridan Road from W. McClure North to W. Hanssler Place) from a Class C-1 (General Commercial) District, O-1 Arterial Office District and R-4 (Single Family Residential) District to a Class ST (Sheridan Form District);

 

IN THE PROSPECT FORM DISTRICT (Generally described as N. Prospect from E. Forrest Hill North to E. War Memorial Drive) from a Class C-1 (General Commercial) District and R-3 (Single-Family Residential) District to a Class PR (Prospect Form District);

 

IN THE MAIN FORM DISTRICT (Generally described as W. Main Street from N. North Street to N. University from a Class C-1 (General Commercial) District and R-3 (Single-Family Residential) District to a Class WM (Main Form District);
