ITEM NO. 1           PUBLIC HEARING Regarding the PROPOSED ANNEXATION of 8305 N. ALLEN ROAD.

 

ITEM NO. 2           Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of a RESOLUTION Approving the ANNEXATION AGREEMENT for Property Located at 8305 N. ALLEN ROAD, Identified as Parcel Identification Number 14-06-300-010.

 

ITEM NO. 3           Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Property Located at 8305 N. ALLEN ROAD from the Present Class R-3 (Single-Family Residential) District to a Class I-1 (Industrial/Business Park) District.

 

ITEM NO. 4     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  TAG DAY REQUEST from VFW PETER W. SOMMER POST NO. 814 to Hold their ANNUAL BUDDY POPPY SALE on Friday and Saturday, May 4 and 5, 2007.  (Dates are Open)

 

B.                 Communication from the City Manager and Director of Public Works Requesting Approval of the SEWER IMPROVEMENT AGREEMENT with the GREATER PEORIA SANITARY DISTRICT for the REPAIR of SEWERS, as Part of the City of Peoria's Sewer Rehabilitation [Design Area 1 Sewers, Cipp Manhole to Manhole, Project 4], and to Concur in the Award of the CONTRACT for the WORK to INSITUFORM TECHNOLOGIES USA, INC., in the Amount of $409,864.00.

 

C.                 Communication from the City Manager and Director of Economic Development Requesting to Direct Staff to COMMENCE the PROCESS of EXPANDING the CITY OF PEORIA ENTERPRISE ZONE to Include the SHERIDAN TRIANGLE BUSINESS DISTRICT and PROSPECT ROAD BUSINESS DISTRICT.

 

D.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the CITY OF PEORIA BUDGET for FISCAL YEAR 2007 Relating to an INCREASE in the ROAD SALT BUDGET, in the Amount of $150,000.00.

 

E.                 Communication from the City Manager and Director of Public Works Requesting Approval of the LOW BID of WITH A GRAIN OF SALT, in the Amount of $32.75 Per Ton at a Total Cost Not to Exceed $131,000.00, for the PURCHASE of an ADDITIONAL 4000 TONS of SODIUM CHLORIDE (Rock Salt).

 

F.                  Communication from the City Manager and Director of Public Works Requesting Adoption of an ORDINANCE Providing for the IMPROVEMENT of NORTH ELMCROFT DRIVE.

 

G.                 Communication from the City Manager and Director of Public Works Requesting Adoption of an ORDINANCE to VACATE WESTERN AVENUE Between WASHINGTON STREET and the BURLINGTON NORTHERN RAILROAD RIGHT-OF-WAY.

 

H.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Property Located at 3213, 3300 S.W. WASHINGTON STREET, 3106-3108 S.W. ADAMS STREET, and for Unaddressed Parcels with Tax ID's 18-17-354-009 & 18-17-354-012 from the Present Class I-2 (Railroad/Warehouse Industrial) District to a Class I-3 (General Industrial) District and Granting a SPECIAL USE to Allow for SCRAP METAL PROCESSING and RECYCLING, with Conditions.

 

I.                     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Property Located at 1607, 1609, 1615-17, 1619, 1621, 1623 W. BRADLEY AVENUE, 704, 706 N. DURYEA PLACE, and 620 N. DURYEA PLACE from the Present Class R-4 (Single-Family Residential) District to a Class N-1 (Institutional) District and Rezoning Property Located at 1213 W. BRADLEY AVENUE from a Class C-1 (General Commercial) District to a Class N-1 (Institutional) District, and Amending Ordinance No. 13,361 as Amended, an EXISTING INSTITUTIONAL PLAN for BRADLEY UNIVERSITY to Modify the Plan Boundaries to Include the Rezoned Properties and Correct Other Technical Boundary Issues for the Property Commonly Known as BRADLEY UNIVERSITY Located at 1501 W. BRADLEY AVENUE.

 

J.                   Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending Ordinance No. 15,897 Replacing the LEGAL DESCRIPTION of the PRIVATE STREET MAINTENANCE AGREEMENT with a REVISED LEGAL DESCRIPTION for WYNDHILL DRIVE Located East of Knoxville Avenue, North of Detweiller Drive, South of Picture Ridge Road, Off of Timber Ridge Drive.

 

K.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending APPENDIX B of the Code of the City of Peoria Relating to Zoning for Various TEXT ADJUSTMENTS Allowing CHURCHES, TEMPLES, SYNAGOGUES and OTHER PLACES of WORSHIP in the I-1 District.

 

L.                  Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Granting a SPECIAL USE in a Class R-6 (Multi-Family Residential) District for TEMPORARY HOUSING of FAMILIES with PATIENTS in LOCAL HOSPITALS Otherwise Known as FAMILY HOUSE for the Property Located at 825 ABINGTON STREET (Temporary Address).

 

M.                 TOWN of the CITY OF PEORIA FINANCIAL REPORT for the Period Ending 3/31/2007, with Recommendation to Receive and File.

 

ITEM NO. 5     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending APPENDIX B of the Code of the City of Peoria Relating to Zoning for Various TEXT ADJUSTMENTS Allowing PUBLIC and PRIVATE SCHOOLS as a SPECIAL USE in the Class C-1 (General Commercial), C-2 (Large Scale Commercial), O-2 (Exclusive Office Park), and OT (Controlled Thoroughfare Corridor Overlay) Districts.

 

ITEM NO. 6     Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Zoning Commission to Adopt and with Staff Recommendation to DENY an ORDINANCE Rezoning Property Located at 10001 N. KNOXVILLE AVENUE (Temporary Address) from the Present Class O-2 (Exclusive Office Park) District to a Class C-1 (General Commercial) District.
