ITEM NO. 1     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Economic Development Regarding NOTICE of the WAREHOUSE DISTRICT TIF REDEVELOPMENT PLAN AND PROJECT Being on File for Public Inspection on April 13, 2007, with Recommendation to Receive and File and Refer to the City Clerk.

 

B.                 Communication from the City Manager and Director of Economic Development Regarding NOTICE of the EAGLE VIEW TIF REDEVELOPMENT PLAN AND PROJECT Being on File for Public Inspection on April 13, 2007, with Recommendation to Receive and File and Refer to the City Clerk.

 

C.                 Communication from the City Manager and Corporation Counsel Requesting Approval of the APPLICATION for a CLASS "B" (Restaurant, Full-Service Bar) LIQUOR LICENSE for 418 S.W. WATER STREET, with Liquor Commission Recommendation to Approve.

 

D.                 REPORT from CITY TREASURER REGINALD A. WILLIS for the MONTH of FEBRUARY 2007, with Request to Receive and File.

 

ITEM NO. 2     Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the CITY OF PEORIA BUDGET for FISCAL YEAR 2007 Relating to REBUILDING the REBECCA ARBOR, in the Amount of $50,000 (Option A) Using Capital Fund Balance OR Option B Using of the Special Assessment Process.

 

ITEM NO. 3     Communication from the City Manager and Director of Public Works Requesting Approval to Enter Into a DESIGN/BUILD CONTRACT with WM. AUPPERLE & SONS, INC. to REBUILD the REBECCA ARBOR at the Corner of REBECCA AVENUE and MAIN STREET, with Staff Recommendation as Outlined, in the Amount of $137,366.16.

 

ITEM NO. 4     Communication from the City Manager and Director of Planning and Growth Management Requesting to Concur with the Zoning Commission and Planning Commission Recommendations to AMEND the COMPREHENSIVE PLAN and APPROVE the ADOPTION of the HEART OF PEORIA PLAN AREA LAND DEVELOPMENT CODE (LDC) and ZONING MAP by Adopting the Following Ordinances and Attachments:

 

A.                  ORDINANCE Amending the CITY OF PEORIA COMPREHENSIVE PLAN by Including the HEART OF PEORIA PLAN AREA; Adopting the HEART OF PEORIA: IMPLEMENTATION CHARRETTE REPORT and MASTER PLAN, Including the ILLUSTRATIVE PLANS; and Approving the REGULATING PLANS for SHERIDAN TRIANGLE FORM DISTRICT, PROSPECT ROAD FORM DISTRICT, MAIN STREET CORRIDOR FORM DISTRICT and the WAREHOUSE FORM DISTRICT;

 

B.                 ORDINANCE Adopting the HEART OF PEORIA LAND DEVELOPMENT CODE (LDC) as APPENDIX C to the CODE of the CITY of PEORIA, Replacing the EXISTING ZONING and SUBDIVISION ORDINANCES, APPENDICES B and A of the CODE of the CITY OF PEORIA, for the HEART OF PEORIA PLAN AREA.

 

C.                 ORDINANCE Amending APPENDIX B of the CODE of the CITY of PEORIA by Changing the Zoning of Certain Property in the HEART OF PEORIA PLAN AREA:  From a Class O-1 (Arterial Office) District, O-2 (Exclusive Office Park) District, C-1 (General Commercial) District and C-2 (Large Scale Commercial) District to a Class CN (Neighborhood Commercial) District, CG (General Commercial) District and CG (Thoroughfare Frontage) District; in the SHERIDAN TRIANGLE FORM DISTRICT (Generally Described as Sheridan Road from W. McClure North to W. Hanssler Place) from a Class C-1 (General Commercial) District, O-1 Arterial Office District and R-4 (Single-Family Residential) District to a Class SFD (Sheridan Form District); in the PROSPECT ROAD FORM DISTRICT (Generally Described as N. Prospect from E. Forrest Hill North to E. War Memorial Drive) from a Class C-1 (General Commercial) District and R-3 (Single-Family Residential) District to a Class PFD (Prospect Road Form) District; in the MAIN STREET CORRIDOR FORM DISTRICT (Generally Described as W. Main Street from N. North Street to N. University from a Class C-1 (General Commercial) District and R-3 (Single-Family Residential) District to a Class MFD (Main Street Corridor Form) District; in the WAREHOUSE DISTRICT FORM DISTRICT (Generally Described as S.W. Jefferson to the Illinois River, the Robert Michel Bridge to an Area Approximately One Block Southwest of and Parallel to S. MacArthur Highway from a Class C-1 (General Commercial) District, C-2 (Large Scale Commercial) District, I-2 (Railroad/Warehouse Industrial) District and I-3 (General Industrial) District to a Class WFD (Warehouse District Form) District;

 

D.                 ORDINANCE Adopting the NEW ZONING MAP for the HEART OF PEORIA PLAN AREA (Which is Generally Described as Having the Northern Boundaries as E. War Memorial Drive and Forrest Hill, Including all Land South to the Illinois River, McCluggage Bridge on the East to Laramie, Western and University Streets on the West);

 

E.                 ORDINANCE Amending APPENDICES A and B of the CODE of the CITY of PEORIA Pertaining to the Adoption of the HEART OF PEORIA LAND DEVELOPMENT CODE.

(07-143)          Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending APPENDIX B of the Code of the City of Peoria Relating to Zoning for Various TEXT ADJUSTMENTS to Specify OPERATIONAL REQUIREMENTS for ELECTRONIC MULTIPLE MESSAGE SIGNS and to Allow ELECTRONIC MULTIPLE MESSAGE SIGNS as ON-PREMISE SIGNS.  (MOTION ON THE FLOOR:  TO Adopt the Ordinance, as Amended to Change Section 17.15.c(d) Regarding Automatic Dimming from a Shall Not Exceed 250 Nits to 400 nits); AND a Request from the Administration to Adopt a REPLACEMENT ORDINANCE and to Receive and File a REPORT BACK.
