PUBLIC HEARING Regarding the Proposed ANNEXATION of Property Located at 8305 N. ALLEN ROAD - To be Held at City Hall, Council Chambers, 419 Fulton Street, Peoria, Illinois.

 

 

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Police Chief Requesting Approval to PURCHASE FIVE VEHICLES (Four Cars and One Van) from UFTRING AUTO MALL, in the Amount of $79,300.00, the Lowest Bid Including Trade-Ins for the Special Investigations Division (Vice and Narcotics).

 

B.                 Communication from the City Manager and Fire Chief Requesting Acceptance of the LOW BID of KOVACH MOBILE EQUIPMENT (KME), in the Amount of $341,393.00, for the PURCHASE of a TRIPLE COMBINATION FIRE ENGINE.

 

C.                 Communication from the City Manager and Director of Economic Development Recommending Adoption of an ORDINANCE Reserving VOLUME CAP in Connection with PRIVATE ACTIVITY BOND ISSUES and RELATED MATTERS.

 

D.                 Communication from the City Manager and Director of Economic Development Requesting Approval of a FACADE IMPROVEMENT PROJECT for PRECONNECTION, INC. Totaling $17,104.00 ($8,552.00 Project Applicant's Share and $8,552.00 City Facade Grant) as Stipulated by the PROSPECT ROAD BUSINESS DISTRICT FACADE IMPROVEMENT PROGRAM.

 

ITEM NO. 2           Communication from the City Manager and Fire Chief Requesting Approval to PURCHASE an OUTDOOR WARNING SYSTEM (OWS) CONTROL SYSTEM for the OUTDOOR WARNING SIREN SYSTEM, in the Amount of $160,008.15, from the LOW BIDDER of RAGAN COMMUNICATIONS, INC.

 

ITEM NO. 3           Communication from the City Manager and Corporation Counsel Requesting Approval of the FIFTH ADDENDUM to the AMENDED and RESTATED RIVERFRONT VILLAGE REDEVELOPMENT AGREEMENT - PHASE II ADDENDUM, and Requesting Authorization for the City Manager to Execute the Document.

 

ITEM NO. 4           Communication from the City Manager and Corporation Counsel Requesting Approval of an INTERGOVERNMENTAL AGREEMENT with PEORIA COUNTY and the CIRCUIT CLERK to Participate in Their COMPLIANCE PROGRAM, and Requesting Authorization for the Mayor to Execute the Documents.

 

ITEM NO. 5           Communication from the City Manager and Corporation Counsel Requesting Authorization to Retain the Firm of HARRIS & HARRIS as the City's COLLECTION FIRM for ORDINANCE VIOLATION JUDGMENTS, PARKING ADMINISTRATIVE HEARING JUDGEMENT, and OTHER UNPAID PARKING TICKETS, and Requesting Authorization for the City Manager to Execute the Agreement.

 

ITEM NO. 6     Communication from the City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE Amending CHAPTER 1 of the Code of the City of Peoria Pertaining to COLLECTION FEES to MISDEMEANOR JUDGMENTS.

 

ITEM NO. 7     Communication from the City Manager and Corporation Counsel Recommending Adoption of an ORDINANCE Amending CHAPTER 28 of the Code of the City of Peoria Pertaining to ADMINISTRATIVE ADJUDICATION of OFFENSES PERTAINING to the STOPPING, PARKING, or STANDING of VEHICLES Adding Section 28-100 Providing that the City May Attach an Immobilization Device to a Vehicle Having Five or More Outstanding Unpaid Parking Violations in Which a Notice of Final Determination of Violation Liability had been Issued.

 

ITEM NO. 8     Communication from the City Manager and Corporation Counsel Recommending Adoption of an ORDINANCE Amending CHAPTER 28 of the Code of the City of Peoria Pertaining to ADMINISTRATIVE ADJUDICATION of OFFENSES PERTAINING to the STOPPING, PARKING, or STANDING of VEHICLES Adding Section 28-101 Providing for a Collection Fee of 30%.

 

ITEM NO. 9           Communication from Mayor Jim Ardis Recommending Adoption of a RESOLUTION INCREASING the COMPENSATION of the CITY MANAGER.
