ITEM NO. 1     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Public Works Requesting Approval of the LOW BID of C & G CONCRETE CONSTRUCTION, in the Amount of $147,915.70 for SINR CONTRACT #31 for SIDEWALK REPLACEMENT on SUMNER, LOUISA, HICKORY, BROWN from LINCOLN to JEFFERSON & MISCELLANEOUS ADDRESSES.

 

B.                 Communication from the City Manager and Chief of Police Requesting Approval to PURCHASE FORTY ELECTRONIC EMERGENCY RED and BLUE LED LIGHTING EQUIPMENT SYSTEMS from the Low Bidder, ILLINOIS FIRE and POLICE EQUIPMENT, in the Amount of $49,920.00.

 

C.                 Communication from the City Manager and Director of Economic Development Requesting Authorization to Accept the Offer from Edward T. O'Connor to PURCHASE the CITY-OWNED PROPERTIES on LOTS 2 and 7 of the WOODCREST SUBDIVISION, in the Amount of $130,000.00, and to Accept the Offer from FROSTWOOD APARTMENTS, LLC to PURCHASE LOT 5 of the WOODCREST SUBDIVISION, in the Amount of $144,000.00, and Authorization for the City Manager to Execute the Necessary Documents.

 

D.                 Communication from the City Manager and Director of Public Works Requesting APPROVAL of the FINAL PAY ESTIMATE for PUBLIC IMPROVEMENT PROJECT:  LINCOLN AVENUE and WESTERN AVENUE PARKING LOT, ESTIMATE #3 & FINAL, in the Amount of $25,197.73 (35.74% Over Contract).

 

E.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the City of Peoria Budget for Fiscal Year 2007 Relating to the PEORIA ANIMAL WELFARE SHELTER GRANT (PAWS) and the ILLINOIS AMERICAN WATER COMPANY DONATION.

 

F.                  Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending APPENDIX B of the Code of the City of Peoria Relating to Zoning for Various TEXT ADJUSTMENTS to Allow VETERINARY OFFICES/CLINICS in the I-1 District.

 

G.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Granting a NON-CONFORMING USE CHANGE in a Class R-4 (Single-Family Residential) District to Allow TIRE REPAIR, TIRE SALES and WHEEL BALANCING for the Property Located at 1531 N.E. JEFFERSON, with Conditions.

 

H.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending Ordinance No. 14,254, an EXISTING SPECIAL USE in a Class C-2 (Large Scale Commercial) District for a HOTEL EXPANSION for the Property Located at 9106 N. LINDBERGH.

 

I.                     Communication from the City Manager and Corporation Counsel Requesting Approval of an APPLICATION for a CLASS B (Restaurant, Full Service Bar), SUBCLASS 2 (Live Entertainment), SUBCLASS 3 (Beer Garden) LIQUOR LICENSE for 212 S.W. WATER STREET, with Liquor Commission Recommendation to Approve.

 

J.                   Communication from the City Manager and Corporation Counsel Requesting Approval of an APPLICATION for a CLASS B (Restaurant, Full Service Bar) SUBCLASS 1A (2:00 A.M.), SUBCLASS 2 (Live Entertainment) LIQUOR LICENSE for 112 S.W. JEFFERSON, with Liquor Commission Recommendation to Approve.

 

K.                 Communication from the City Manager and Corporation Counsel Requesting Approval of an APPLICATION for a CLASS G (Restaurant, Beer & Wine Only) LIQUOR LICENSE for 8879 N. KNOXVILLE, #19, in Northpoint Shopping Center, with Liquor Commission Recommendation to Approve.

 

L.                  REPORT from CITY TREASURER REGINALD A. WILLIS for the MONTH of JANUARY 2007, with Request to Receive and File.

 

ITEM NO. 2     Communication from the City Manager and Director of Inspections Requesting Adoption of One of the Following Ordinances:

 

A.                  ORDINANCE Amending CHAPTER 5 and CHAPTER 11 of the Code of the City of Peoria Relating to Adoption of the 2006 INTERNATIONAL BUILDING CODE;

OR

 

B.         ORDINANCE Amending CHAPTER 5 and CHAPTER 11 of the Code of the City of Peoria Relating to Adoption of the 2006 INTERNATIONAL BUILDING CODE with One Additional AMENDMENT to CHAPTER 5, the INTERNATIONAL RESIDENTIAL CODE, Deleting the Requirement to Insulate Basement Walls at the Time of a Final Inspection as Requested by Local Builders and Developers.

 

ITEM NO. 3     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending APPENDIX B of the Code of the City of Peoria Relating to Zoning for Various TEXT ADJUSTMENTS to Specify OPERATIONAL REQUIREMENTS for ELECTRONIC MULTIPLE MESSAGE SIGNS and to Allow ELECTRONIC MULTIPLE MESSAGE SIGNS as ON-PREMISE SIGNS.

 

ITEM NO. 4     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Property Located at 3925 N. JACQUELINE STREET from the Present Class P-1 (Parking) District to a Class C-1 (General Commercial) District, with Condition.

 

ITEM NO. 5     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Properties Located in the 800 and 900 BLOCK of N. MAPLEWOOD AVENUE from a Class R-4 (Single Family Residential) District to a Class N-1 (Institutional) District, and Amending Ordinance No. 13,361, as Amended, an EXISTING OFFICIAL DEVELOPMENT PLAN for BRADLEY UNIVERSITY in a Class N-1 (Institutional) District to Modify the Plan Boundaries to Include the Above Rezoned Properties and to Allow an ATHLETIC FACILITY, PARKING DECK and Other Improvements for the Property Commonly Known as BRADLEY UNIVERSITY Located at 1501 W. BRADLEY AVENUE, with Conditions.
