ITEM NO. 1           JOINT PRESENTATION by the CITY/COUNTY HEALTH DEPARTMENT and the AMERICAN RED CROSS Regarding the RISKS of the BIRD FLU PANDEMIC. (Refer to 06-398 & 06-591)

 

ITEM NO. 2     Communication from the City Manager and Assistant City Manager Requesting to Receive and File the CITY OF PEORIA'S PANDEMIC INFLUENZA PREPAREDNESS PLAN. (A Copy of the Plan is on File in the City Clerk's Office.)

ITEM NO. 3     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Planning and Growth Management Recommending to Modify the CITY HOUSING REHABILITATION and NEW CONSTRUCTION PROGRAMS for the 2007 PROGRAM YEAR, as Outlined.

 

B.                 Communication from the City Manager and Director of Public Works Requesting Concurrence in the Greater Peoria Sanitary District's Award of the 2007 REPAIR and MODIFICATION of VARIOUS SANITARY SEWERS to WIEGAND AND STORRER, INC., in the Amount of $17,844.75.

 

C.                 Communication from the City Manager and Director of Public Works Requesting Approval of the SEWER IMPROVEMENT AGREEMENT with the GREATER PEORIA SANITARY DISTRICT for the REPAIR of SEWERS, as Part of the City of Peoria's SEWER REHABILITATION [DESIGN AREA 1 SEWERS, CIPP Manhole to Manhole, PROJECT 3], and Award the CONTRACT for the Work to PIPEVISION, INC., in the Amount of $312,412.00.

 

D.                 Communication from the City Manager and Director of Planning and Growth Management Recommending Adoption of an ORDINANCE LEVYING A TAX for FISCAL YEAR 2007 for the EAST BLUFF NEIGHBORHOOD HOUSING SPECIAL SERVICE AREA and to Receive and File the EAST BLUFF NHS ANNUAL REPORT.  (Annual Report is on File in the City Clerk's Office.)

 

E.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 of the City of Peoria Relating to the YEAR-END SETTLEMENT of BACKLOGGED WORKERS' COMPENSATION CLAIMS and UNBUDGETED LIABILITY for WAL-MART ALLEN ROAD DEVELOPMENT REPAYMENT.

 

F.                  Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 of the City of Peoria Relating to the YEAR-END RECOGNITION of ADDITIONAL CDBG (COMMUNITY DEVELOPMENT BLOCK GRANT) FUNDS, in the Amount of $278,901.00.

 

G.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 of the City of Peoria Relating to the APPROPRIATION of ADDITIONAL REVENUES and EXPENDITURES for YEAR-END ADJUSTMENTS for ASSETS FORFEITURE, DUI SENATE BILL 740, and POLICE TABACCO GRANT.

 

H.                 Communication from the City Manager and Chief of Police Requesting to Receive and File a REPORT Regarding the NOISE ORDINANCE. (REFER TO 06-161)

 

I.                     REPORT of CITY TREASURER REGINALD A. WILLIS for the Month of OCTOBER, 2006, with Recommendation to Receive and File.

 

ITEM NO. 4     Communication from the City Manager and Director of Economic Development Requesting Approval of an INDUCEMENT RESOLUTION Providing for a FEASIBILITY STUDY and a HOUSING IMPACT STUDY on the Designation of a Portion of Peoria Known as the EAGLE VIEW REDEVELOPMENT PROJECT AREA and to Induce Development Interest Within Such Area.

 

ITEM NO. 5     Communication from the City Manager and Director of Economic Development Requesting Approval of an INDUCEMENT RESOLUTION Providing for a FEASIBILITY STUDY and a HOUSING IMPACT STUDY on the Designation of a Portion of Peoria Known as the WAREHOUSE DISTRICT REDEVELOPMENT PROJECT AREA and to Induce Development Interest Within Such Area.

 

ITEM NO. 6     Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Human Resources Commission (HRC) to Approve PUBLIC SERVICE FUNDING at the Projected Level as Outlined Utilizing 2007 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) and EMERGENCY SHELTER GRANT(ESG) FUNDS from the U.S. Department of Housing and Urban Development and Permission to Adjust Said Funding, if Necessary, for Each Funded Application by the Percentage of Change in HUD'S 2007 CDBG and ESG ALLOCATION to the City of Peoria, as Compared to the Projected Allocation of $295,944.00 in CDBG FUNDS and $83,846.00 in ESG FUNDS.
