PUBLIC HEARING Regarding the PROPOSED ANNEXATION of 10225 N. KNOXVILLE AVENUE - To be Held at City Hall, Council Chambers, 419 Fulton Street, Peoria, Illinois.

 

 

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

PETITIONS, REMONSTRANCES & COMMUNICATIONS – CITY OF PEORIA

ITEM NO. 1     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of the HUD ANNUAL PLAN for Fiscal Year 2007 and to Forward to the United States Department of Housing and Urban Development (HUD) with a Total Grant Request Amount of $2,897,968.00.

 

B.                 Communication from the City Manager and Director of Public Works Requesting Approval of the SEWER IMPROVEMENT AGREEMENT with the GREATER PEORIA SANITARY DISTRICT for the REPAIR OF SEWERS, as Part of the City of Peoria's Sewer Rehabilitation (Design Area 1 Sewers, Point Repairs, Project 1) and Concur in the Award of the Contract for Professional Services with MAURER-STUTZ, INC, in an Amount Not to Exceed $165,000.00.

 

C.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of a SUBCONTRACT AGREEMENT Between the City of Peoria and CHILDREN'S HOME ASSOCIATION OF ILLINOIS for the Association to Provide YOUTH STATION ADJUSTMENT SERVICES from November 28, 2006, through June 30, 2007, and Approval of a GRANT AGREEMENT Between the ILLINOIS CRIMINAL JUSTICE INFORMATION AUTHORITY and the City of Peoria in Order for the City to Receive $27,040.00 for this Service.

 

D.                 Communication from the City Manager and Finance Director/Comptroller Requesting Approval of a RESOLUTION Placing the PRELIMINARY 2007 CITY OF PEORIA BUDGET on File in the CITY CLERK'S OFFICE and SETTING the PUBLIC HEARING Regarding the 2007 CITY OF PEORIA BUDGET for NOVEMBER 21, 2006, at 6:15 P.M.

 

E.                 Communication from the City Manager and Director of Public Works Requesting Adoption of the Following Public Improvements for RADNOR ROAD, RADNOR AND WILHELM ROAD INTERSECTION, and WILHELM ROAD ROADWAY EXTENSION PROJECT:

 

1.         ORDINANCE Providing for a SPECIAL ASSESSMENT to be Known as CITY OF PEORIA RADNOR ROAD, RADNOR AND WILHELM ROADS INTERSECTION, AND WILLHELM ROAD (Growth Cell 1A Phase One Roadway Improvements) Special Assessment Number 2006-A, for Street, Curb and Gutter, Storm Sewer, Street Lighting, Traffic Signalization, Related Parkways and Boulevards and Sidewalks, and Landscaping; and all Related Costs to Such Improvements; and Generally Located on Said Roads within said City;

 

2.         ORDINANCE Providing for a SPECIAL ASSESSMENT to be Known as CITY OF PEORIA RADNOR ROAD, RADNOR AND WILHELM ROADS INTERSECTION, AND WILHELM ROAD (Growth Cell 1A Phase One Roadway Improvements) Special Assessment Number  2006-B, for Street, Curb and Gutter, Storm Sewer, Street Lighting, Traffic Signalization, Related Parkways and Boulevards and Sidewalks, and Landscaping; and All Related Costs to Such Improvements; and Generally Located on Said Roads within Said City.

 

F.                  Communication from the City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE Amending CHAPTER 2 and CHAPTER 5 of the Code of the City of Peoria by Combining the Neighborhood Development Commission and the Housing Property Maintenance Commission to become the COMMUNITY PARTNERSHIP COMMISSION Effective January 1, 2007.

 

G.                 Communication from the City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE Amending CHAPTER 28 of the Code of the City of Peoria Pertaining to PARKING TICKETS and Authorizing a National Garages' Employee to Issue Tickets for Violations of the Two-Hour Parking Zone and Overtime at Meters on the Riverfront.

 

H.                 APPOINTMENTS by Mayor Jim Ardis to the RENAISSANCE PARK COMMISSION:
