ITEM NO. 1     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Finance Director/Comptroller Requesting Approval of the PURCHASE of FURNITURE for Various Departments from the LOW BIDS of SAUDER FURNITURE, INC., in the Amount of $5,668.00, and WIDMER FURNITURE, in the Amount of $48,264.01.

 

B.                 Communication from the City Manager and Chief of Police Requesting Approval for the PURCHASE of Items Required to Bring the Current Protective Masks up to Federal CBRNE (Chemical, Biological, Radioactive, Nuclear, and Explosive) Standards, Including 25 PROTECTIVE MASKS from 3M COMPANY and TWO RESPIRATOR FIT TEST INSTRUMENTS from RAECO, with Funds from the Department of Home Security (DHS) Fiscal Year 2005 Buffer Zone Protection Program, in the Total Amount of $48,480.45.

 

C.                 Communication from the City Manager and Chief of Police Requesting Approval of a SOLE SOURCE PURCHASE of a HAL TACTICAL RIGGING KIT and AIR FOAM DOLLY SYSTEM from ALLEN-VANGUARD, INC. for Use by the Peoria Police Bomb Squad with Funds from the Department of Homeland Security (DHS) Fiscal Year 2005 Buffer Zone Protection Program, in the Total Amount of $49,866.25.

 

D.                 Communication from the City Manager and Director of Public Works Requesting Approval of PAYMENT ESTIMATE #21 & FINAL for PUBLIC IMPROVEMENT PROJECT:  HEART of PEORIA SIDEWALK and ORNAMENTAL LIGHTING IMPROVEMENT PROJECT, in the Amount of $26,637.29 (6.64% Over the Contract Amount.)

 

E.                 Communication from the City Manager and Director of Public Works Requesting Approval of the PURCHASE of REAL ESTATE Located at 1130 W. FOURTH AVENUE, in the Amount of $639.00, as an OPPORTUNITY ACQUISITION for the FUTURE WIDENING of DR. MARTIN LUTHER KING, JR. DRIVE.

 

F.                  Communication from the City Manager and Director of Public Works Requesting Authorization for the City Manager to Execute and Record a SEWER ENCROACHMENT PERMIT for the OSF HEALTHCARE SYSTEM, d/b/a OSF SAINT FRANCIS MEDICAL CENTER, TEMPORARY HELIPAD Located at 530 N.E. GLEN OAK AVENUE.

 

G.                 Communication from the City Manager and Director of Public Works Requesting Approval of an ADDENDUM AGREEMENT to Agreement No. 04-135 with IDOT for the RECONSTRUCTION of I-74, from Nebraska Avenue to Monroe Street, and Requesting Authorization for the City Manager to Sign the Necessary Documents.

 

H.                 Communication from the City Manager and Director of Planning and Growth Management Requesting to Obligate $3,000,000.00 in COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS as MATCH FUNDING for a $3,000,00.00 HUD LEAD-PAINT HAZARD CONTROL GRANT Received by the Peoria City/County Health Department and to Direct the City Manager to Enter Into an INTERGOVERNMENTAL AGREEMENT.

 

I.                     Communication from the City Manager and Director of Planning and Growth Management Requesting (1) Approval of an AGREEMENT with the ILLINOIS HOUSING DEVELOPMENT AUTHORITY Providing the City of Peoria with a $310,000.00 GRANT for a DOWN PAYMENT ASSISTANCE PROGRAM for FIRST TIME HOME BUYERS, (2) Approval of the PROGRAM GUIDELINES, and (3) Approval of a MEMORANDUM OF AGREEMENT with METEC, INC. to Provide Required Post Home Buyer Counseling Services.

 

J.                   Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of a RESOLUTION Approving the PRELIMINARY PLAT of WEBER'S ESTATES SUBDIVISION Located East of IL Route 6, South of Rockwell Drive, West of Frostwood Parkway, along the North Side of Charter Oak Road, Identified as Parcel Identification No. 13-14-451-001.

 

K.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of a RESOLUTION Approving the PRELIMINARY PLAT of WATERSTONE SUBDIVISION Located North of Ashbrooke Street, South of Challacombe Road, along the West Side of Trigger Road, Identified as Parcel Identification Nos. 13-03-100-003 and 13-03-100-012, with Conditions.

 

L.                  Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of an ORDINANCE Approving the PRELIMINARY and FINAL PLAT for ROSE SUBDIVISION, a Residential Development Located within the 5300 Block of BIG HOLLOW ROAD, Identified as Parcel Identification No. 14-18-301-006.

 

M.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 of the City of Peoria Relating to the City of Peoria's FIRE DCEO AUTOMATED EXTERNAL DEFIBRILLATORS (A.E.D.) GRANT, POLICE DHS BUFFER ZONE GRANT (Caterpillar), POLICE DHS BUFFER ZONE GRANT (USDA-AG LAB), IHDA DOWN PAYMENT ASSISTANCE PROGRAM GRANT, and ICJIA JUVENILE ACCOUNTABILITY BLOCK GRANT ADDITION.

 

N.                 APPOINTMENT by Mayor Jim Ardis to the ZONING BOARD OF APPEALS, with Recommendation to Concur:
