All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1           PUBLIC HEARING Regarding PROPOSED ANNEXATION of 10021 N. PACIFIC STREET.

 

ITEM NO. 2           Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Planning Commission to Approve a RESOLUTION Approving the ANNEXATION AGREEMENT for WILDER-WAITE ELEMENTARY SCHOOL Located NORTH of IL ROUTE 6, WEST of ALLEN ROAD, and SOUTH of ALTA LANE, with an Address of 10021 N. PACIFIC STREET, Located within One and One-Half Miles of the City of Peoria.

 

ITEM NO. 3           PRESENTATION by the JOINT LABOR/MANAGEMENT HEALTH CARE COMMITTEE and REQUEST for CITY COUNCIL Concurrence with the THREE RECOMMENDATIONS Being Brought Forward to PROCEED and FURTHER REFINE THE RECOMMENDATIONS, Which Would Then be Brought back for Final Approval by the City Council Subsequent to those Recommendations being Taken to the Bargaining Units. ITEM NO. 4           CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

 

A.                  NOTICE OF LAWSUIT on Behalf of BRIMSTONE STEAK, INC., f/k/a BBW, Inc. d/b/a ELLIOT'S DINER, BIG BAD WOLF Regarding Denial of a Liquor License Without a Hearing and Continuation of Denial for a Re-submission of an Application to Delay the Opening of Elliot's Diner, with Request to Receive and File and Refer to the Legal Department.

 

B.                 Communication from the City Manager and Director of Public Works Requesting Concurrence with the Recommendation of the Board of Local Improvements to Accept the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC, in the Amount of $302,358.60, for the IMPROVEMENT PROJECT Known as the ALLEYS BETWEEN INSTITUTE PLACE and GLENWOOD AVENUE (Bounded by Columbia Terrace and Main Street) ROADWAY IMPROVEMENT PROJECT.

 

C.                 Communication from the City Manager and Director of Public Works Recommending Acceptance of the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC., in the Amount of $49,578.08, for the KINGMAN SCHOOL SAFER NEIGHBORHOOD SCHOOLS SIDEWALK IMPROVEMENT PROJECT.

 

D.                 Communication from the City Manager and Director of Public Works Recommending Acceptance of the LOW BID of R. A. CULLINAN & SON, INC., in the Amount of $39,874.31, for the FRYE ROAD OVERLAY PROJECT (Route 40 to Oak Pointe Subdivision) to Complete a Provision of Ordinance No. 15,183.

 

E.                 Communication from the City Manager and Director of Human Resources Requesting Approval to Enter into a CONTRACT with ILLINOIS CENTRAL COLLEGE PROFESSIONAL DEVELOPMENT INSTITUTE to Provide CUSTOMER SERVICE TRAINING for ALL CITY EMPLOYEES, in an Amount Not to Exceed $41,131.00 for the Entire Training Program.

 

F.                  Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 of the City of Peoria Relating to Providing CUSTOMER SERVICE TRAINING.

 

G.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 of the City of Peoria Relating to the Developer Reimbursement for the FRYE ROAD OVERLAY PROJECT.

 

H.                 Communication from the City Manager and Corporation Counsel Recommending Adoption of an ORDINANCE Amending APPENDIX B, SECTION 2.7, of the Code of the City of Peoria Pertaining to the PLANNING COMMISSION with a Provision to Expand Duties of the Planning Commission to Include Requests to Expand Enterprise Zones.

 

I.                     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Granting a SPECIAL USE in a Class C-2 (Large Scale Commercial) District for a SHOPPING CENTER for Property Located at Property Identification No. 09-31-300-016 on N. ALLEN ROAD Generally Located on the West Side of N. Allen Road, North of Townline Road, and South of Route 6.

 

J.                   Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Property Located at 809 - 815 N. E. GLENDALE AVENUE from the Present Class R-7 (Multi-Family Residential) District to a Class P-1 (Parking) District.

 

ITEM NO. 5     Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Administration to EXPAND the EMPLOYER ASSISTED HOUSING (EAH) PROGRAM PRIORITY AREA TO LAKE STREET (Extended to the West of City Boundaries); to INCREASE DOWNPAYMENT AWARDS to $10,000.00 for Very Low and Low Income Employees Purchasing Homes in the EAH Priority Area; and to INCREASE AWARDS by $1,000.00 for Homes Purchased Outside the Priority Area.

 

ITEM NO. 6     Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Administration to EXTEND the EMPLOYER ASSISTED HOUSING PROGRAM (EAH) MEMORANDUM OF AGREEMENT with METEC and HOUSING ACTION ILLINOIS to AUGUST 31, 2007.

 

ITEM NO. 7     Communication from the City Manager and Director of Public Works Requesting Approval of a PROPOSAL for an AUTOMATED VEHICLE LOCATION SYSTEM for Public Works Vehicles as Submitted by D. M. MATTSON, INC. in the Total Amount of $87,980.00.
