Joint Presentation by the City/County Health Department and the American Red Cross Regarding the Risks of the Bird Flu Pandemic

 

 

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 2     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  TAG DAY REQUEST - KIWANIS CLUB OF PEORIA to Hold Their ANNUAL PEANUT DAY FUNDRAISER on FRIDAY, SEPTEMBER 29, 2006. (Date is Open.)

C.                 Communication from the City Manager and Director of Public Works Requesting Approval of PAYMENT ESTIMATE #6 & FINAL for PUBLIC IMPROVEMENT PROJECT:  WISCONSIN AVENUE ROADWAY IMPROVEMENT PROJECT (FORREST HILL AVENUE TO PARIS AVENUE) ESTIMATE:  $35,546.68 (3.24%) Over the Contract Amount of $1,097,975.22 for a Total Contract Amount of $1,133,521.90.

 

D.                 Communication from the City Manager and Director of Planning and Growth Management with Request from COMMON PLACE for an EXTENSION of the 2005 COMMON PLACE HOME IMPROVEMENT PROGRAM Until September 1, 2006.

 

E.                 Communication from the City Manager and Finance Director/Comptroller Requesting Approval of a CONTRACT with FOLEY & LARDNER L.L.P. to Provide BOND COUNSEL and DISCLOSURE COUNSEL for the REFUNDING of the SERIES 1996 BONDS of the City of Peoria Issued for the WEAVERRIDGE SPECIAL SERVICE AREA, in the Amount of $75,000.00, Plus Reimbursable Costs Estimated at $2,000.00 to be Paid from Bond Proceeds.

 

F.                  Communication from the City Manager and Director of Public Works Requesting Approval of the SEWER IMPROVEMENT AGREEMENT with the SANITARY DISTRICT for the REPAIR of SEWERS, as Part of the City of Peoria's SEWER REHABILITATION (Design Area 4 Sewers, Cipp Manhole to Manhole, Project 2), and Concur in the Award of the CONTRACT for the Work in Division A to HOERR CONSTRUCTION, INC., in the Amount of $217,740.00.

 

G.                 Communication from the City Manager and Director of Economic Development Requesting Approval of a $100,000.00 BUSINESS DEVELOPMENT FUND LOAN to SALAM EID ENTERPRISE, d/b/a ONE WORLD CAFE, for a BUSINESS EXPANSION and CONSTRUCTION COSTS for their RESTAURANT Located at 1245 W. MAIN STREET, and Requesting Authorization for the City Manager to Execute the Necessary Documents.

 

H.                 Communication from the City Manager and Director of Public Works Requesting Approval of the PEORIA/PEKIN URBANIZED AREA TRANSPORTATION STUDY (PPUATS) FISCAL YEAR 2007 AGREEMENT and MFT RESOLUTION, in the Amount of $38,118.64.

K.                 Communication from the City Manager and Corporation Counsel Requesting Adoption of the ORDINANCE Amending Ordinance 15,473, as Amended by Ordinance 15,880, Pertaining to MEMBERSHIP in the RENAISSANCE PARK COMMISSION.

 

L.                  Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Approving the FINAL PLAT for MEDINA CROSSING SUBDIVISION, an Industrial Development Located North and East of Route 6 and West of Route 29, with an Address of 11419 and 11423 N. STATE STREET, Mossville, Illinois.

 

M.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending an EXISTING USE WITH APPROVAL as a SPECIAL USE Per Current Requirements  in a Class C-1 (General Commercial) District for a GAS STATION to Allow a BUILDING ADDITION and a CHANGE in SIGNAGE for the Property Located at 1930 W. FORREST HILL AVENUE, with Conditions.

 

N.                 Communication from the City Manager and Director of Public Works Requesting Approval of a SIDEWALK PARTICIPATION REQUEST - FIRST STATES INVESTORS at 304-312 S.W. JEFFERSON AVENUE, in the Amount of $12,320.00.

 

O.                TOWN of the CITY OF PEORIA FINANCIAL REPORT for the Period Ending 6/30/2006, with Recommendation to Receive and File.

 

ITEM NO. 3     Communication from the City Manager and Finance Director/Comptroller   Requesting Adoption of an ORDINANCE Providing for the ISSUANCE of Not to Exceed $4,915,000.00 City of Peoria, Peoria County, Illinois SPECIAL TAX REFUNDING BONDS, SERIES 2006, (WEAVERRIDGE SPECIAL SERVICE AREA) and Providing for the Levy of a Direct Annual Tax on Taxable Property in that Special Service Area for the Payment of Principal of and Interest on Such Bonds.

 

IATEM NO. 4   Communication from the City Manager and Director of Planning and Growth Management with Request from the Advisory Commission on Human Resources (HRC) to Receive and File a REPORT on the STATUS of the 2006 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC SERVICE ACTIVITIES and EMERGENCY SHELTER GRANT (ESG) ACTIVITIES;  to Approve the SCHEDULE, PROCESS, and PRIORITIES of CHILDREN & YOUTH SERVICES, and SELF-SUFFICIENCY PROGRAMS (Education, Work, Prevention of Abuse, and Mental Health) for the 2007 CDBG PUBLIC SERVICE GRANTS; and to ESTABLISH PRIORITIES for the 2007 EMERGENCY SHELTER GRANT FUNDS.

 

ITEM NO. 5     Communication from the City Manager and Human Resources Director Requesting Authorization for the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the CITY OF PEORIA and the INTERNATIONAL ASSOCIATION OF FIREFIGHTERS LOCAL UNION 50 for the Period January 1, 2005 through December 31, 2007.

 

ITEM NO. 6     Communication from the City Manager and Director of Planning and Growth Management Recommending Adoption of ONE of the Following:

 

A.                  ORDINANCE Granting a SPECIAL USE in a Class B-1 (Central Business) District for LOCAL SIGN REGULATION for SIGNAGE Along a CONSTRUCTION FENCE for the Property Bounded by WASHINGTON, MAIN, WATER and LIBERTY STREETS,  Located at a Temporary Address of 200 S.W. WASHINGTON STREET, WITHOUT CONDITIONS; 

 

B.                 ORDINANCE Approving a SPECIAL USE in a Class B-1 (Central Business) District for LOCAL SIGN REGULATION for SIGNAGE Along a CONSTRUCTION FENCE for the Property Bounded by WASHINGTON, MAIN, WATER and LIBERTY STREETS, Located at a Temporary Address of 200 S.W. WASHINGTON STREET, WITH CONDITIONS.

 

ITEM NO. 7     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of One of the Following:

 

A.                  ORDINANCE Amending Ordinance No. 11,805, an EXISTING USE WITH APPROVAL as a SPECIAL USE in a Class C-1 (General Commercial) District for a GAS STATION for the Property Located at 6025 N. UNIVERSITY AVENUE; with Conditions to Return the Building Facade and Canopy to the Mansard Style with Shingles and Allow the Kerosene Pump Located in the Front Yard Setback in the Northeast Corner of the Site to Remain Installed and Additional Landscaping be Added; OR

 

B.                 ORDINANCE Amending Ordinance 11,805, an EXISTING USE WITH APPROVAL as a SPECIAL USE in a Class C-1 (General Commercial) District for a GAS STATION for the Property Located at 6025 N. UNIVERSITY AVENUE, with Conditions to Allow the Canopy and Building Signage to Remain and Remove the Kerosene Pump Located in the Front Yard Setback in the Northeast Corner of the Site.

 

ITEM NO. 8     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Property Located at 7221 N. KNOXVILLE AVENUE from the Present Class R-2 (Single-Family Residential) District to a Class O-1 (Arterial Office) District.

 

ITEM NO. 9     Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Zoning Commission to ADOPT and Staff Recommendation to DENY an ORDINANCE Rezoning Property Located at 3601, 3603 and 3605 S.W. ADAMS STREET from the Present Class C-2 (Large Scale Commercial) District to a Class I-2 (Railroad/Warehouse Industrial) District.

(06-348)          REPORT From the CITY COUNCIL AD HOC COMMITTEE ON COMMISSIONS, with Possible Action Requested as Follows:  4) Strengthen Heart of Peoria Commission to Include Dual Appointments and Increased Participation; (Deferred from 7/11/06 Council Meeting); 5) Combine the Mayor’s Advisory Committee on the Disabled (MACD) and Fair Employment and Housing Commission (FEHC); 6) Combine the Neighborhood Development Commission (NDC) and Housing Commission; 7) Retain Current Duties of Liquor Commission and Adding Requirement of Disclosure of Conflicts of Interest; 8) Expand the Duties of the Planning Commission to Include Requests to Expand Enterprise Zones; 9) Eliminate the Railroad Commission; and 10) Direct the Zoning Board of Appeals (ZBA) to Study Fee Structures and the Impact of New Urbanism.

 

(06-374)          Communication from the City Manager, Director of Human Resources and Information Systems Director Requesting Approval to Enter into a ONE YEAR CONTRACT with NEW HORIZONS, INC. to PURCHASE 150 SEATS in COMPUTER TRAINING COURSES in Groups of 25 Seats for the Employees of the City of Peoria at a Cost of $75.00 Per Person, in an Amount Not to Exceed $11,250.00, and Requesting Approval to use the PROFESSIONAL DEVELOPMENT INSTITUTE as an Additional Provider at the Rate of $104.00 PER SEAT in Single Seat Purchases for Certain Participants.  (New Communication)
