All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from Mayor Jim Ardis Requesting Concurrence to CANCEL the REGULAR CITY COUNCIL MEETING for MAY 9 ,2006, and to SET a GOAL SETTING WORKSHOP at WORKFORCE DEVELOPMENT, 221 FULTON STREET, SUITE 300, PEORIA, IL, to Begin at 5:00 P.M.

 

B.                 Communication from the City Manager and Director of Public Works Requesting Approval of the JOINT AGREEMENT with the ILLINOIS DEPARTMENT of TRANSPORATION for Improvement of the INTERSECTION of KNOXVILLE AVENUE and PROSPECT ROAD, and Approval of Funding in an Amount Not to Exceed $6,800.00.

 

C.                 Communication from the City Manager and Director of Public Works Requesting Approval of the SEWER IMPROVEMENT AGREEMENT with the GREATER PEORIA SANITARY DISTRICT for the REPAIR of SEWERS, as a Part of the City of Peoria's SEWER REHABILITATON (Televising and Cleaning of Design Area 3, Division C), and Concur in the Award of the CONTRACT for the Work to NATIONAL POWER RODDING CORP., in the Amount of $428,740.02.

 

D.                 Communication from the City Manager and Director of Public Works Requesting Approval of the SEWER IMPROVEMENT AGREEMENT with the GREATER PEORIA SANITARY DISTRICT for the REPAIR of SEWERS, as Part of the City of Peoria's SEWER REHABILITATION (Design Area 1 Sewers, Cipp Manhole to Manhole), and Concur in the Award of the CONTRACT for the Work to INSITUFORM TECHNOLOGIES, USA, INC, in the Amount of $1,036,041.10.

 

E.                 Communication from the City Manager and Human Resources Director Requesting Approval to Enter into a HEALTH CARE CONSULTANT SERVICES CONTRACT with GALLAGHER BENEFIT SERVICES, INC. for Consulting to the City Council and the Joint Labor/Management Health Care Committee, on a Month-to-Month Basis Commencing on 5/1/06, But Not Beyond 4/30/07, as a SOLE SOURCE, Not to Exceed $14,042 Per Month for each of the First Two Months and Not to Exceed $5,966.60 Per Month in Subsequent Months. (Refer to Item No. 06-225)

 

F.                  Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending APPENDIX B of the Code of the City of Peoria Relating to Zoning for Various Text Adjustments Regarding Industrial Development Exceeding Height Limitations Allowable as a Special Use and Paved Surfaces in Nonresidential Zoning Districts.

 

G.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Granting a SPECIAL USE for an INDOOR RECREATIONAL USE in EXCESS of 45 FEET IN HEIGHT in a Class I-1 (Industrial/Business Park) District for Property Located on W. TOWNLINE ROAD, Otherwise Known as Lot 1, Medina Plains Corporate Park Subdivision.

 

H.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Rezoning Property Located at 2011 and 2019 S. W. WASHINGTON STREET from the Present Class C-2 (Large Scale Commercial) District and Class I-3 (General Industrial) District to a Class I-2 (Railroad/Warehouse) District.

 

I.                     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Approving the FINAL PLAT of GENSLER SUBDIVISION EXTENSION 3, a Single-Family Residential Subdivision Located within One and One-Half Miles of the City of Peoria at the SOUTHWEST CORNER of LUDOLPH ROAD and HEINZ LANE, with an Address of 6515 N. HEINZ LANE, EDWARDS, IL.

 

J.                   Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an Ordinance Amending Ordinance No. 15,449, an EXISTING SPECIAL USE for a SHELTER FOR WOMEN AND CHILDREN, and CHILDCARE for RESIDENTS and CLIENTS in a Class R-6 (Multi-Family Residential) District to Allow a BUILDING ADDITION for a CLASSROOM PLAY AREA at Property Located at 6847 N. ALLEN ROAD, with Conditions.

 

K.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending Ordinance No. 15,810, an EXISTING SPECIAL USE for a SHOPPING CENTER in a Class C-2 (Large Scale Commercial) District for Property Located at LOT 2 OF THE FRYE CROSSING SUBDIVISION, with Conditions.

 

L.                  Communication from the City Manager and Corporation Counsel Requesting Approval of Issuance of a CLASS "H" TEMPORARY OUTDOOR LIQUOR LICENSE for the PEORIA AREA TROOP SUPPORT GROUP, a Committee of the Paul Towne Amvets Post #169, on SATURDAY, MAY 20, 2006, for a Fundraising Event at 418 S.W. WATER STREET.

 

ITEM NO. 2     Communication from the City Manager and Economic Development Director Requesting Authorization to Enter into a PARKING AGREEMENT with AMEREN/CILCO, which Includes the Exchange of Property, and Authorize the City Manager to Execute the Necessary Documents.

 

ITEM NO. 3     Communication from the City Manager and Economic Development Director Requesting Approval of the REVISIONS to the FACADE IMPROVEMENT PROGRAM for the HISTORIC SHERIDAN TRIANGLE BUSINESS DISTRICT as Described.

 

ITEM NO. 4     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of ONE of the FOLLOWING ORDINANCES:

 

A.                  ORDINANCE Granting a SPECIAL USE PERMIT for a 300 SQUARE FOOT TEMPORARY INFLATABLE SIGN in a Class C-2 (Large Scale Commercial) District for Property Located at 2100 PIONEER PARKWAY, with Conditions;

 

B.                 ORDINANCE Granting a SPECIAL USE PERMIT for a 70 SQUARE FOOT TEMPORARY INFLATABLE SIGN in a Class C-2 (Large Scale Commercial) District for Property Located at 2100 PIONEER PARKWAY, with Conditions.

 

ITEM NO. 5     Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Granting a SPECIAL USE for AUTO REPAIR LIMITED to TIRE SALES AND SERVICE in a Class C-1 (General Commercial) District for Property Located at 1920 W.
