All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1           Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Renaissance Park Commission and City Staff to Adopt an ORDINANCE Approving a SPECIAL USE in a Class N-1 (Institutional) District for OFFICES Other Than Those Used to Serve the Institution's Faculty, Staff and Students for Property Located at ONE ILLINI DRIVE, Adjacent to the University of Illinois College of Medicine, with Conditions.

 

ITEM NO. 2           Communication from the City Manager and Corporation Counsel Requesting Approval of the FIRST AMENDMENT to the CITY OF PEORIA MEDICAL SCHOOL CAMPUS REDEVELOPMENT AGREEMENT, GROUND LEASE AGREEMENT Between the Board of Trustees of the University of Illinois and City of Peoria, and PARKING DECK MANAGEMENT AGREEMENT Between the City and Peoria Physicians Collaborative, NFP, and Requesting Authorization for the Mayor to Execute the Necessary Documents.

 

ITEM NO. 3     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Public Works Requesting Approval to PURCHASE THREE (3) F550 DUMP TRUCKS, Per the State of Illinois Bid Contract, from BOB RIDINGS FORD, in the Amount of $58,078.00 Each, but Not to Exceed $174,234.00 for all Three.

 

B.                 Communication from the City Manager and Director of Inspections Requesting Authorization for the City Manager to Enter into a CONTRACT with ICI DULUX PAINT COMPANY (Glidden Paints), in an Amount Not to Exceed $50,000.00, for the 2006 PAINT PROGRAM.

 

C.                 Communication from the City Manager and Director of Human Resources Requesting Approval to RENEW the SOLE SOURCE HEALTH CARE CONSULTANT SERVICES CONTRACT with GALLAGHER BENEFIT SERVICES, INC. for CONSULTING to the JOINT LABOR/MANAGEMENT HEALTH CARE COMMITTEE, in an Amount Not to Exceed $88,750.00, for a One-Year Contract Period.

 

D.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 for the City of Peoria Relating to the Use of Capital Fund Balance for the PURCHASE of a REPLACEMENT POLICE VEHICLE.

 

E.                 Communication from the City Manager and Police Chief Requesting Approval for the PURCHASE of a 2006 CHEVY IMPALA, in the Amount of $18,010.00 through the State Bidding Process, from MILES CHEVROLET in Decatur.

 

F.                  Communication from the City Manager, Police Chief, and Emergency Communication Center Manager Requesting Approval to PURCHASE ELECTRONIC EMERGENCY SIREN EQUIPMENT and Accept the LOW BID of ILLINOIS FIRE AND POLICE EQUIPMENT, in the Amount of $13,462.50.

 

G.                 Communication from the City Manager and Director of Economic Development Requesting Adoption of an ORDINANCE ALLOCATING 2006 PRIVATE ACTIVITY BOND VOLUME CAP.

 

H.                 Communication from the City Manager and Corporation Counsel Requesting Approval of the Issuance of a CLASS "H" TEMPORARY OUTDOOR LIQUOR LICENSE for CASA OF PEORIA COUNTY on FRIDAY, APRIL 28, 2006, for a Fundraising Event at the SHOPPES at GRAND PRAIRIE.

 

I.                     PEORIA PUBLIC LIBRARY FINANCIAL and STATISTICAL REPORTS for March 31, 2006, with Request to Receive and File.

 

ITEM NO. 4     Communication from Council Member William Spears Requesting Approval of a RESOLUTION Encouraging UNITED STATES CONGRESSMEN to ASSIST CITIZENS by FINDING CREATIVE and INNOVATIVE WAYS to REDUCE the HIGH COST OF FUEL.

(06-161)          Communication from the City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE Amending CHAPTER 15 of the Code of the City of Peoria Relating to NOISE and IMPOUNDMENT OF VEHICLES.

 

(06-194)          Communication from the City Manager and Director of Public Works Requesting Approval of a RESOLUTION Amending Resolution No. 00-117-A SETTING FEES for the PEORIA COMBINED AND SANITARY SEWER DISTRICT from 0.2629/CCF to 0.4839/CCF for the Property Owners who, While Owning Property in the City of Peoria, are Directly Served by Sanitary Sewer Lines Owned by the City of Peoria; In General, the Portion of the City Served by City-Owned Sewer Lines is the Central, East and West Bluff Areas South of War Memorial Drive Along with Both the North and South Valley Areas, with the Net Impact on the Cost of Sewer Service for Those Served by City-Owned Sewer Lines will be Neutral, and Requesting to Receive and File Supplemental Communication.
