PUBLIC HEARING Regarding TOWN BUDGET and APPROPRIATION ORDINANCE and ANNUAL MEETING OF THE TOWN BOARD OF TRUSTEES - To be Held at City Hall, Council Chambers, 419 Fulton Street, Peoria, Illinois.

PUBLIC HEARING to Receive Public Input Regarding the Proposal to INCREASE the CITY'S SANITARY SEWER LATERAL FEE from 0.2629/CCF to 0.4839/CCF for Property Owners Who, While Owning Property in the City of Peoria, are Directly Served by Sanitary Sewer Lines Owned by the City of Peoria (In general, the portion of the City served by City-Owned Sewer Lines is the Central, East and West Bluff Areas South of War Memorial Drive Along with Both the North and South Valley Areas); Due to other Action Taken by the Greater Peoria Sanitary District (GPSD) on Their Sewer User Fees, the Net Impact on the Cost of Sewer Service for Those Serviced by City-Owned Sewer Lines Will be Neutral - To be Held at City Hall, Council Chambers, Peoria, IL.

 

 

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

A.                  Communication from the City Manager and Corporation Counsel Regarding an ARBITRATION DEMAND Filed on Behalf of PEORIA AREA ADVANCEMENT GROUP Against the City of Peoria, with Recommendation to Receive and File and Refer to the Legal Department.

 

B.                 Communication from the City Manager and Director of Public Works Requesting Approval to PURCHASE REAL ESTATE Located at 1316 - 1318 W. DR. MARTIN LUTHER KING, JR., DRIVE, in the Amount of $42,500.00, as an Opportunity Acquisition for the Future Widening of Dr. Martin Luther King, Jr., Drive.

 

C.                 Communication from the City Manager and Director of Public Works Requesting Approval of VENDORS for 2006 STREET MAINTENANCE MATERIALS, as Outlined.

 

D.                 Communication from the City Manager and Corporation Counsel Requesting Approval of an APPLICATION for a CLASS "B" (Full-Service Restaurant) with a SUBCLASS 1A (2:00 A.M. Closing) and SUBCLASS 2 (Live Entertainment) LIQUOR LICENSE for 7815 N. KNOXVILLE, SUITE 12.

 

E.                 REPORT of the CITY TREASURER REGINALD A. WILLIS for the MONTH of FEBRUARY, 2006, with Recommendation to Receive and File.

 

ITEM NO. 4     Communication from the City Manager and Director of Planning and Growth Management Requesting Authorization to Enter into a CONTRACT with S. F. PAULI BUILDERS, INC. for the 2006 ADOPT-A-RAMP PROGRAM in an Amount Not to Exceed $45,000.00, of Community Development Block Grant Funds.

 

ITEM NO. 5     Communication from the City Manager and Director of Planning and Growth Management Requesting Authorization for the City Manager to Execute a CONTRACT with DOWNARD ELECTRIC and GRAINGER ELECTRIC, in an Amount Not to Exceed $50,000, for the ALLEY LIGHTING PROGRAM.

 

ITEM NO. 6     Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of a CONTRACT with FERRELL MADDEN ASSOCIATES to Provide PROFESSIONAL URBAN DESIGN and PLANNING SERVICES for the City of Peoria; To Prepare VISION MASTER PLANS and FORM-BASED CODES for the SHERIDAN ROAD CORRIDOR, the PROSPECT ROAD CORRIDOR, the WAREHOUSE DISTRICT in Addition to Preparing a GENERAL TRANSECT-BASED OVERLAY for the REMAINDER of the HEART OF PEORIA PLAN AREA; To DEVELOP a REGULATING PLAN and FORM BASED CODE for the WEST MAIN STREET CORRIDOR Located in the RENAISSANCE PARK COMPREHENSIVE MASTER PLAN, in an Amount Not to Exceed $30,000.00; and Requesting Authorization for the City Manager to Execute the Contract.

 

ITEM NO. 7     Communication from the City Manager and Council Member Patrick Nichting Requesting Approval of a RESOLUTION in SUPPORT of the NORTH ALIGNMENT of the PROPOSED PIONEER PARKWAY EXTENSION.

 

ITEM NO. 8     Communication from the City Manager and Director of the Office of Equal Opportunity Requesting Adoption of an ORDINANCE Amending CHAPTER 17 of the Code of the City of Peoria Relating to Establishing GOALS for MINORITY and WOMEN BUSINESS ENTERPRISE PARTICIPATION and the METHODOLOGY Used to Count this Participation Towards City Construction Goals.
