ITEM NO. 1           PRESENTATION by the HEART OF ILLINOIS HOMELESS CONTINUUM OF CARE, Regarding a DRAFT TEN YEAR PLAN TO END CHRONIC HOMELESSNESS, with Request for COMMENTS on the PLAN by March 15, 2006, and a Request to Receive and File.

 

ITEM NO. 2     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Public Works Requesting Approval to Accept the LOW BID of CADY OIL, at the Charges Outlined, for OIL PRODUCTS Used in the FLEET MANAGEMENT DIVISION.

 

B.                 Communication from the City Manager and Director of Public Works Requesting Approval to PURCHASE TWENTY-TWO (22) VEHICLES for FLEET REPLACEMENT to Consist of NINE PICK-UP TRUCKS, TWO from FINISH LINE FORD (4 x 4, 1/2 Ton), ONE From GREEN CHEVROLET (1/2 Ton), THREE from LANDMARK FORD (Compact) and THREE from DENNISON CORP. (3/4 Ton); FIVE SUV'S:  FOUR from LANDMARK FORD (4 X 4) and ONE from DENNISON CORP. ( 4 X 2); FOUR COMPACT CARS from BILL JACOBS; TWO MINI-VANS from BOB RIDINGS; and TWO CARGO VANS from DENNISON CORP., Through the State Contract Bidding Process, with a Total Cost Not to Exceed $327,990.15.

 

C.                 Communication from the City Manager and Chief of Police Requesting Approval for a SOLE SOURCE PURCHASE of ONE NEW 2006 FLHTP-I MOTORCYCLE from CHI-TOWN HARLEY DAVIDSON, in the Amount of $16,077.00.

 

D.                 Communication from the City Manager and Director of Planning and Growth Management Recommending to Concur with the Recommendation of the Weed and Seed Steering Committee to Allocate $51,000.00 of WEED 05 FUNDS for WEEDING ACTIVITIES:  $11,664.00 for a JOINT JURISDICTIONAL PATROL, $22,983.00 for SURVEILLANCE CAMERAS for the PEORIA HOUSING AUTHORITY, and $16,000.00 for PEORIA POLICE DEPARTMENT SATURATION PATROLS.

 

E.                 Communication from the City Manager and Chief of Police Requesting Approval of an INTERLOCAL AGREEMENT Between the CITY OF PEORIA and COUNTY OF PEORIA for FUNDING Under the FY 2006 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM, in the Amount of $60,024.00.

 

F.                  Communication from the City Manager and Director of Public Works Requesting Approval of the JOINT AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION for TRAFFIC SIGNAL IMPROVEMENTS at FIVE INTERSECTIONS (US 24/WASHINGTON STREET AND IL 8/IL 116/LINCOLN at ADAMS STREET), and Approval of Up to $16,288.00 to Pay the City's Share of the Improvement Costs.

 

G.                 Communication from the City Manager and Director of Economic Development Requesting Authorization to ACCEPT the OFFER from FIRST UNITED METHODIST CHURCH OF PEORIA to PURCHASE the CITY-OWNED LOT at 1417 N.E. MONROE, in the Amount of $200.00 Plus Closing Costs, and to Authorize the City Manager to Execute the Necessary Documents.

 

H.                 Communication from the City Manager and Director of Planning and Growth Management Recommending Approval of the Following:

 

1.         An ORDINANCE Approving the FINAL PLAN of WYNDHILL ESTATES TOWNHOMES, a Residential Development Located EAST of KNOXVILLE AVENUE, NORTH of DETWEILLER DRIVE, SOUTH of PICTURE RIDGE ROAD, Off of TIMBER RIDGE DRIVE;

 

2.         An ORDINANCE Approving the PRIVATE STREET, PRIVATE STREET NAME, and  PRIVATE STREET MAINTENANCE AGREEMENT for WYNDHILL DRIVE ROAD Located in WYNDHILL ESTATES SUBDIVISION.

 

I.                     Communication from the City Manager and Director of Public Works Recommending Approval of a STREET LIGHT REQUEST, in the Total Annual Amount of $70.45, to be Installed in the ALLEY Behind 1014 WEST CORRINGTON.

 

ITEM NO. 3     Communication from the City Manager and Corporation Counsel Requesting Authorization to SETTLE a LAWSUIT Filed by R & A PRODUCTIONS, INC., D/B/A MULLIGAN'S, in U.S. District Court, Case No. 03-CV-1057, in the Amount of $163,000.00.
