PUBLIC HEARING Regarding ANNEXATION of Property Located NORTH of SADDLEBROOK COURT, and SOUTH of GRANGE HALL ROAD, Along the WEST SIDE of TRIGGER ROAD - To be Held at City Hall, Council Chambers. 419 Fulton Street, Peoria, Illinois.

 

 

All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1           PRESENTATION by MR. MARTY LYONS of GALLAGHER BENEFIT SERVICES Regarding the RESULTS of a BENCHMARKING SURVEY Conducted by the Joint Labor/Management Health Care Committee and the City's Health Care Consultants, Relating to HEALTH INSURANCE BENEFITS, with Recommendation to Receive and File.

 

ITEM NO. 2           CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

 

A.                  Communication from the City Manager and Director of Public Works Requesting Approval of the PARTIAL RELEASE of a STORM SEWER EASEMENT on LOT 9 of NORTHRIDGE MEADOWS SUBDIVISION.

 

B.                 Communication from the City Manager and Director of Planning and Growth Management Requesting Approval of TWO AGREEMENTS, in the Amounts of $45,524.00 and $45,523.00, Between the City of Peoria and CHILDREN'S HOME ASSOCIATION OF ILLINOIS to Provide YOUTH STATION ADJUSTMENT SERVICES from JULY 1, 2005, Through DECEMBER 13, 2005, and DECEMBER 14, 2005, Through JUNE 30, 2006, Per Two Grants from the Illinois Criminal Justice Information Authority.

 

C.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET for FISCAL YEAR 2006 of the City of Peoria Relating to the CHILDREN'S HOME ASSOCIATION OF ILLINOIS RECEIPT of TWO JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANTS (JAIBG) Awarded Through the ILLINOIS CRIMINAL JUSTICE INFORMATION AUTHORITY (ICJIA).

 

D.                 Communication from the City Manager and Director of Public Works Requesting Adoption of an ORDINANCE VACATING FARRELLY COURT Between WEST GLEN AVENUE and WEST FARRELLY AVENUE.

 

E.                 Communication from the City Manager and Corporation Counsel Requesting Approval of the SITE APPLICATION for a CLASS B (Restaurant, Full-Service Bar) with a SUBCLASS 3A (Sidewalk Cafe) LIQUOR LICENSE for 2601 W. LAKE AVENUE, UNIT A-7, with Recommendation from the Liquor Commission to Approve.

 

F.                  Communication from the City Manager and Corporation Counsel Requesting Approval of the SITE APPLICATION for a CLASS B (Restaurant, Full-Service Bar) LIQUOR LICENSE for 7401 N. GRAND PRAIRIE DRIVE, with Recommendation from the Liquor Commission to Approve.

 

G.                 APPOINTMENT by Mayor Jim Ardis to the RENAISSANCE PARK COMMISSION, with Recommendation to Concur:

H.                 REPORT of the CITY TREASURER REGINALD A. WILLIS for the MONTH of DECEMBER, 2005, with Recommendation to Receive and File.

 

ITEM NO. 3     Communication from the City Manager and Director of Planning and Growth Management with a Request from the Heart of Peoria Commission for SUPPORT from the City Council for FEDERAL FUNDS, in the Amount of $500,000, to PROVIDE for PHYSICAL IMPROVEMENTS within the WAREHOUSE DISTRICT, MARKETING for SPECIFIC AREAS within the HEART OF PEORIA PLAN AREA, AND/OR the ESTABLISHMENT of a DESIGN STUDIO.

 

ITEM NO. 4     Communication from the City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE Amending CHAPTER 3 of the Code of the City of Peoria Pertaining to VOLUNTEER PERSONS UNDER THE AGE OF 21 YEARS in LIQUOR LICENSED ESTABLISHMENTS.
