ITEM NO. 2     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  NOTICE OF LAWSUIT Filed on Behalf of PIONEER INDUSTRIAL RAILWAY CO. Regarding a Breach of Contract, with Recommendation to Receive and File and Refer to the Legal Department.

 

B.                 TAG DAY REQUEST from the LIONS CLUB OF PEORIA Requesting Permission to Hold their ANNUAL CANDY DAY FUNDRAISER on the Sidewalks of Peoria on FRIDAY, OCTOBER 7, 2005.  (Date is Open)

 

C.                 Communication from the City Manager and Director of Public Works Requesting an EXTENSION of the JANITORIAL SERVICES CONTRACT BID #49-01, with the CLEANING SOURCE, for JANITORIAL SERVICES at Nine Locations.

H.                 Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET of the City of Peoria for FISCAL YEAR 2005 Relating to the NATIONAL NIGHT OUT AGAINST CRIME 2005 DONATION and the ILLINOIS DEPARTMENT OF NATURAL RESOURCES INNER CITY FOREST INITIATIVE GRANT.

 

I.                     Communication from the City Manager and Department of Planning and Growth Management Requesting Adoption of an ORDINANCE Amending CHAPTER 16 of the Code of the City of Peoria to REDUCE the FEE for a CERTIFICATE OF APPROPRIATENESS to $25.00.

 

 

 

J.                   Communication from the City Manager and Director of Planning and Growth Management Requesting Adoption of an ORDINANCE Granting a SPECIAL USE in a Class R-4 (Single Family Residential) District for CHURCH FACILITIES for Property Located at 1506 S. K.                 Communication from the City Manager and Director of Public Works Recommending Approval of STREET LIGHT REQUESTS, in the Total Annual Amount of $140.90, for 1114 E. CORRINGTON AVENUE and 2111 N. NORTH STREET.

 

L.                  Communication from the City Manager and Finance Director/Comptroller Requesting to Hold an AUCTION on OCTOBER 29, 2005, in Conjunction with Peoria County, Peoria Park District and Other Agencies at the CITY of PEORIA FLEET FACILITY on DRIES LANE.

 

M.                 Communication from the City Manager and Corporation Counsel Requesting Approval of the APPLICATION for a CLASS H (Temporary Outdoor) LIQUOR LICENSE for the PEORIA BALLET for an Event to be held on October 7, 2005, at Luthy Botanical Garden.

ITEM NO. 3     Communication from the City Manager and Corporation Counsel Requesting Adoption of an ORDINANCE Amending CHAPTER 28 of the Code of the City of Peoria Authorizing the OPERATION of NEIGHBORHOOD ELECTRIC VEHICLES on the Streets of the City of Peoria, Effective January 1, 2006.

 

ITEM NO. 4     Communication from the City Manager and Director of Planning and Growth Management Recommending to REPROGRAM HUD HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS, $400,000 for the DOWNPAYMENT ASSISTANCE PROGRAM, $600,000 for the HOUSING DEVELOPMENT FUND, $300,000 for the CHDO DEVELOPMENT FUND, and to Approve  the TERMS of the DOWNPAYMENT PROGRAM and the HOUSING DEVELOPMENT FUND PROGRAM, as Outlined.

 

ITEM NO. 5     Communication from the City Manager and Finance Director/Comptroller Requesting Adoption of an ORDINANCE Amending the BUDGET of the City of Peoria for FISCAL YEAR 2005 Relating to RECOGNITION of ADDITIONAL HOME GRANT FUNDS, in the Amount of $501,928.00.

 

ITEM NO. 6     Communication from the City Manager and Director of Economic Development Requesting Authorization to Make APPLICATION to the STATE of ILLINOIS DEPARTMENT of COMMERCE and ECONOMIC OPPORTUNITY (DCEO) and Adopt an ORDINANCE Amending Ordinance No. 11,051, EXPANDING PEORIA'S ENTERPRISE ZONE (EZ) BOUNDARIES to Include OSF SAINT FRANCIS MEDICAL CENTER PROPERTY Located Along Route 91 to Include the 219.94 Acres for the New REGIONAL ILLINOIS EYE CENTER, and 1.5 Acres for the EZ CONNECTOR.

 

 

ITEM NO. 7     Communication from the City Manager and Corporation Counsel Requesting to Authorize EXPLORATION and NEGOTIATION Regarding the ASSIGNMENT of the City's OPTION to PURCHASE the PEORIA WATERWORKS for $220,000,000 to Another Governmental Agency, Including, But Not Limited to, the Peoria Public Building Commission and the Greater Peoria Sanitary District.
