All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ON THE SECOND AND FOURTH TUESDAYS AT 6:15 P.M., THE COUNCIL MEETS IN POLICY SESSIONS IN THE COUNCIL CHAMBERS, ROOM 400, AT CITY HALL.

ITEM NO. 1           PRESENTATION by JUNIOR LEAGUE OF PEORIA Regarding the PEORIA PLAYHOUSE CHILDREN'S MUSEUM, with Recommendation to Receive and File.

 

ITEM NO. 2           Communication from the City Manager and Interim Director of Economic Development with Recommendation from the Peoria Medical and Technology District Commission and Neighborhood Advisory Council to Approve the PEORIA MEDICAL AND TECHNOLOGY DISTRICT COMPREHENSIVE MASTER PLAN; to Concur with the Commission's Recommended POLICY DIRECTION (Exhibit A); and to Approve the 2005 COMMISSION WORK PROGRAM and BUDGET (Exhibit B).

 

ITEM NO. 3     CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  TAG DAY REQUEST from the AMERICAN LEGION POST NO. 2 Requesting Permission to Distribute POPPIES for Donations to Assist Disabled Veterans on Thursday, May 19, 2005, with a Rain Date of Friday, May 20, 2005.  (Dates are open.)

 

B.                 TAG DAY REQUEST from the SOUTH-WEST KIWANIS CLUB OF PEORIA Requesting Permission to Hold their ANNUAL PEANUT DAYS FUNDRAISER on Thursday through Saturday, September 22, 23, and 24, 2005. (Dates are open.)

 

C.                 Communication from the City Manager and Police Chief Requesting Authorization for the City Manager or his Official Designee to SUBMIT an FY2005 GRANT APPLICATION on Behalf of the City of Peoria and Peoria County for the JUSTICE ASSISTANCE GRANT Offered by the Department of Justice's Bureau of Justice Assistance.

 

D.                 Communication from the City Manager and Director of Public Works Recommending Approval to REPROGRAM $100,000.00 CAPITAL IMPROVEMENT FUNDS for the HAMILTON ROAD STORM SEWER IMPROVEMENT PROJECT.

 

E.                 Communication from the Director of Planning and Growth Management Recommending Approval to Enter into a CONTRACT with DENNY DENTINO ART SERVICE to Update Approximately 100 Neighborhood Maps of the City of Peoria at the Cost of $20.00 Per Hour, but Not to Exceed $10,000.00.

 

F.                  Communication from the City Manager and Corporation Counsel Recommending Approval of an AGREEMENT for the DEDICATION of RIGHT-OF-WAY at the NORTHEAST CORNER of WILLOW KNOLLS and ALLEN ROADS with CORNERSTONE COMMERCE PARK L.L.C., and Requesting Authorization for the City Manager to Sign the Appropriate Documents.

 

G.                 Communication from the City Manager and Corporation Counsel Recommending Approval of a RESOLUTION Amending Resolution No. 05-054 in Support of the NATIONAL SCENIC BYWAY DESIGNATION for the ILLINOIS RIVER ROAD - ROUTE of the VOYAGEURS SCENIC BYWAY.

 

H.                 Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Planning Commission to Approve a RESOLUTION Approving the PRELIMINARY PLAN of COLONY WOODS SUBDIVISION, a Multi-Family Residential Development Located South of Richwoods Boulevard, North of W. Forrest Hill Avenue, West of Molleck Drive, Off of Dorchester Ridge.

 

I.                     Communication from the City Manager and Finance Director/Comptroller Recommending Adoption of an ORDINANCE Amending the BUDGET for Fiscal Year 2005 of the City of Peoria Relating to POLICE SLATE GRANT, POLICE JAIBG GRANT, POLICE DONATION, and PAWS DONATION.

 

J.                   Communication from the City Manager and Director of Public Works Recommending Approval of a STREET LIGHT REQUEST, in the Total Amount of $70.45 Annually, for the INTERSECTION of TRIGGER ROAD and ASHBROOKE STREET.

 

K.                 Communication from the City Manager and Director of Public Works Recommending Approval of a STREET LIGHT REQUEST, in the Total Amount of $70.45 Annually, for 2710 W. FREMONT STREET.

ITEM NO. 4     Communication from the City Manager and Interim Director of Economic Development Recommending the PURCHASE of TWO PARCELS of PROPERTY Located at 907 S. W. NEW STREET and 411-417 S. MacARTHUR HIGHWAY, in the Amount of $85,000.00; Recommending Approval to REPROGRAM SOUTHTOWN TIF FUNDS, in the Amount of $100,000.00, for the Purchase and Demolition of the Building; and Requesting Authorization for the City Manager to Execute all Necessary Documents.
