All matters listed under CONSENT AGENDA are considered to be routine and non-controversial by the City Council and will be enacted by one motion and one roll call vote.  There will not be separate discussion on these items.  If discussion is desired by a Citizen or Members of the Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.  Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a Council Member or the City Clerk prior to the meeting and request that the item be removed for discussion.

ITEM NO. 1           PUBLIC HEARING Regarding the ANNEXATION of Certain Property Located at an Approximate Address of 11433 GALENA ROAD, Mossville, Illinois, all Located Within One and One-Half Miles of the City of Peoria, Illinois.

 

ITEM NO. 2           Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Planning Commission to Approve the Following:

 

A.                  RESOLUTION Approving the ANNEXATION AGREEMENT for Certain Property Located at an Approximate Address of 11433 GALENA ROAD, Mossville, Illinois, all Located Within One and One-Half Miles of the City of Peoria, Illinois;

 

B.                 RESOLUTION Approving the PRELIMINARY PLAT of GALENA ROAD INDUSTRIAL PARK SUBDIVISION, an Industrial Development Located South and East of Route Six and West of Route 29, with an Address of 11433 GALENA ROAD, Mossville, Illinois.

 

CONSIDERATION OF CONSENT AGENDA ITEMS BY OMNIBUS  VOTE, for the City of Peoria, with Recommendations as Outlined:

A.                  Communication from the City Manager and Director of Public Works Requesting to Approve the STATE MFT RESOLUTION for 2005 GENERAL MAINTENANCE FUNDS for STREET MAINTENANCE REPAIRS, MATERIALS AND SALT PURCHASE.

 

B.                 Communication from the City Manager and Director of Planning and Growth Management with Recommendation to AMEND the EMPOWERMENT ZONE/ENTERPRISE COMMUNITIES INITIATIVE AGREEMENT with the HEART OF ILLINOIS UNITED WAY to Increase Line Item 5D (Peoria Reads) by $495.00 to $4,495.00, and Decrease Line Item 5E (Community Leadership Scholarship) by $495.00 to $495.00, for Actual or Expected Program Costs with no Change in the Amount of the Grant.

 

C.                 Communication from the City Manager and Interim Director of Economic Development with Recommendation from the Loan Review Committee to Approve a $147,250.00 BUSINESS DEVELOPMENT FUND LOAN to PARSEC ENTERPRISES, INC., (PARSEC) for their EXPANSION at 7501 HARKER DRIVE and to Authorize the City Manager to Execute the Necessary Documents.

 

D.                 Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Planning Commission to Adopt an ORDINANCE Approving the PRELIMINARY and FINAL PLAN for RICHARD WELCH APARTMENTS, a Multi-Family Residential Development Located West of Sterling Avenue, Immediately North of I-74, off of Lake Avenue.

 

E.                 Communication from the Peoria Civic Center General Manager Regarding the PEORIA CIVIC CENTER FISCAL YEAR BUDGET - Year Ending August 31, 2005, with a Recommendation to Receive and File.

 

ITEM NO 4      Communication from the City Manager and Corporation Counsel Requesting to Approve the FOURTH ADDENDUM to the AMENDED and RESTATED RIVERFRONT VILLAGE REDEVELOPMENT AGREEMENT Pertaining to Parking and to Authorize the City Manager to Execute the AGREEMENT.

 

ITEM NO. 5     Communication from the City Manager and Director of Planning and Growth Management with Recommendation from the Zoning Commission, Supported by the Heart of Peoria Commission, to Adopt ORDINANCE "A", OR to Adopt Staff ORDINANCE "B" Both Amending APPENDIX B of the Code of the City of Peoria for a TEXT AMENDMENT for VARIOUS TEXT ADJUSTMENTS to the ZONING ORDINANCE Regarding Neighborhood Commercial/Office Use in Residentially Zoned Districts.
