The Human Resources Commission (HRC) is a nine member commission created by ordinance on March 19, 1974. A quorum of five persons is needed in order to conduct business.
The purpose of the HRC is to keep the citizens of Peoria informed of social service programs provided by the City of Peoria and social service agencies as well as provide officers and departments of the City expert advice and assistance in evaluating and coordinating social service programs.
The HRC is also charged with providing expert advice and assistance to the City Council and departments in adopting measures that will promote equality of opportunity, keep peace and good order, and bring harmony among the citizens of Peoria.
Each year, the HRC receives funding applications from entities who desire to provide needed public services to the citizens of Peoria. Grant funds are provided by the U.S. Department of Housing & Urban Development’s Community Development Block Grant and Emergency Shelter Grant programs.
Community Development Block Grant
Eligible activities include new or expanded public service programs that serve income eligible households and residents. Emphasis is placed on funding activities that address the priorities set by the Peoria City Council.
Emergency Shelter Grant
These funds are used to support activities that assist the homeless and near homeless. Eligible activities must be a new service or a quantifiable increase in an existing service. Eligible expenditures are limited to:
The HRC’s regular meetings are on the third Friday of each month at 8:30 a.m. in Room 402 of the Twin Towers Building, 456 Fulton Street, Peoria, Illinois 61602.
