Utilization Goals

On construction projects funded in whole or in part by the City of Peoria, goals for encouraging the participation of Minority/Women Business Enterprises (M/WBEs) and minority/female workers have been established.

Contractors are to make a good-faith effort to meet the following goals:

• 10% of the total contact amount should be awarded to MBEs and 5% to WBEs, if subcontracting opportunities are to be made available.
• 18% of the total hours worked, per trade, should be performed by minority workers and 3%, per trade, by female workers.

Minority Business Enterprise is a business concern that is (1) at least 51 percent owned by one or more minority individuals, or in the caseof a publicly owned business, at least 51 percent of the stock is owned by one or more minority individuals; and (2) whose daily business operations are managed and directed by one or more of the minority owners.

Women Business Enterprise is a business concern that is (1) at least 51 percent owned by one or more women, or in the caseof a publicly owned business, at least 51 percent of the stock is owned by one or more women; and (2) whose daily business operations are managed and directed by one or more of the women owners.
