Accounts Receivable

The Accounts Receivable division of the Finance Department is responsible for all functions related to receivables management.  This includes the billing, issuance, tracking and reporting of various sales taxes, special assessments, licenses, public events, parking ticket/court cases, permits and fees.

Office hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, and is located at:

Other Taxes

The Home Rule Tax (formerly known as Purchase Tax), is remitted directly to the Illinois Department of Revenue. The City of Peoria offers a rebate program for this tax. Contact the Finance Department Accountant at (309) 494-8512 for information about this program.

 

In Peoria County, you should contact the County Treasurer for information on County taxes. Please call (309) 672-6065.

Parking Tickets

To pay a parking ticket online, click here to go to Illinois E-Pay, and then select Police.  Please note, you can only pay online using Mastercard, American Express or Discover.

Questions and complaints - The Accounts Receivable Office is responsible for central processing of all questions and complaints. Contact our office within one business day of ticket date. If the request is outside our jurisdiction, we will route you to the appropriate individual or agency.

In the event your request for dismissal is denied, you may request a hearing officer review the ticket if you submit your request within 30 days of ticket date. Complete the 'Request for Hearing' form on your ticket, or click on the link below.

To Contest a Parking Ticket

Payment of fine - Most parking ticket fines are greatly reduced when paid within seven days of ticket issuance. Payment may be made online by clicking here to go to Illinois E-Pay, and select Police, or at the City Treasurer's Office, City Hall Building, 419 Fulton Street, Room 100, Peoria, IL 61602.

Mailed payments must be postmarked by the United States Postal Service within seven days of the parking ticket issuance date. Private postal meters are not acceptable proof of mailing date.

Partial payments will result in our offer to settle at a lesser amount to be withdrawn.

Parking Meter Holidays
On the following holidays it is not necessary for you to feed your parking meter:

  • New Year's Day

  • Martin Luther King Jr. Day

  • Good Friday

  • Memorial Day

  • Independence Day

  • Labor Day

  • Veteran's Day

  • Thanksgiving Day

  • Day after Thanksgiving

  • Christmas Day

Unpaid fine(s) - Will be scheduled for a hearing before the Administrative Hearing Officer.  5 or more unpaid tickets, your vehicle is eligible for booting.  10 or more unpaid tickets and we will request the Secretary of State to suspend your driver's license.

Additional penalties and collection costs will be assessed to each ticket:

  • Your judgment balance will be referred to a collection agency.

  • No City license will be issued to you until all outstanding monetary obligations are paid in full.


 

Special Assessments

The City of Peoria makes improvements to streets, sidewalks, lighting, sewers, etc. jointly with the property owners. This procedure is called the Special Assessment process. The property owner will pay a portion of the improvement cost, and the City will pay the remaining portion. To initiate this process for your neighborhood, contact the Engineering Division at (309) 494-8801.

After the completion of the Special Assessment court process, we will invoice the property owners. To request account information for your property, contact the Accounts Receivable Office at (309) 494-8588. You should be prepared to provide your parcel identification number.

Delinquent Special Assessment installments are offered at the county-wide tax sale yearly. You should make every effort to avoid having your installment offered at the sale. You should also note, you risk losing your property if these installments remain unredeemed from the tax buyer.
